NAVSTA Newport Transfers Excess Student Furniture to Job Corps Centers

The transfer of 940 pieces of excess berthing furniture with a depreciation value of more than 100-thousand dollars from the Naval Academy Preparatory School (NAPS), Naval Station Newport, to federal Job Corps Centers located in Massachusetts and New York was completed on Oct. 6.

Other federal property declared excess at NAPS included assorted lacrosse equipment, valued at 250-dollars, that was transferred to the Exeter Job Corps Academy, Exeter, R.I.; and three sets of bleachers that can seat 150, valued at 900-dollars, were transferred to the Oneonta Job Corps Academy, Oneonta, N.Y.

The transfer process, organized by the Defense Reutilization and Marketing Office (DRMO), Fleet Logistics Center Norfolk-Newport Detachment, started Sept. 21.

The acquiring federal agencies hired commercial movers to disassemble and move the furniture from Ripley Hall to DRMO, Building 47, for loading and commercial transport.

Property transfers between federal agencies are normally made without charge for the property itself. The acquiring agency must pay for shipping and transportation.

"These Job Corps agencies receiving the furniture realized a cost savings," said Lori Hall, DRMO disposal specialist. "They don't have to appropriate funding for this furniture."

Westover Job Corps Center (WJCC), Chicopee, Mass. received 74 wood desks with carrel and office chair, 50 rolling chairs, 320 Captain's beds with under storage drawers, and 150 nightstands, with a combined value of $87,600.

"The beds will benefit the residential adolescents," said Cathy Rushford, WJCC finance and administration director. "Some desks will benefit our academic services."

About 2/3 of all youths in Chicopee are affiliated with WJCC.

Delaware Valley Job Corps (DVJC), Callicoon, N.Y. received 150 desks with carrel, 150 curtains, and 46 rolling office chairs with a combined value of $12,400.

"We appreciate working with the Navy," said Matthew Bliefernich, DVJC finance and administration director. "This will help to refurbish and refresh the living spaces that our students spend a lot of time in."

DVJC has one male and one female dormitory where 315 students are assigned four to a room.

"In an extremely limited national budget, there is only so much money available to the Department of Labor (DOL) to make this type of equipment purchases." Bliefernich said.

The DOL Job Corps program provides career technical training and education programs for young people who are at least age 16 that qualify as low income. Students reside in dormitory facilities.

The NAPS furniture selected for reutilization reached the end of its seven to 10 year replacement cycle.

"The new method of directly transferring excess property for reuse has been streamlined to save the commands labor costs to dissemble the furniture and transportation dollars for disposal," Hall said.
