Naval Facilities Engineering Command (NAVFAC) Southeast awarded a firm-fixed-price, indefinite-delivery indefinite-quantity architect-engineering contract with a maximum amount of $15 million to AH Environmental Consultants, Inc. (small business) from Newport News, Virginia, June 4, for professional environmental consulting services in the NAVFAC Southeast area of responsibility.
The initial task order was awarded at $61,661 to update the Stormwater Pollution Prevention Plan (SWPP) and annual comprehensive evaluation plan at Naval Support Activity (NSA) Panama City, Florida.
The SWPP is an installation specific plan that ensures compliance with the EPA and State Stormwater Multi-Sector Generic Permit requirements to effectively minimize pollutant discharges to waters of the State in the area of NSA Panama City.
“The SWPPP is a ‘living’ document that is modified and updated to be current at all times which is imperative at a dynamic research, development, testing and training installation like NSA Panama City,” said Installation Environmental Program Director Mike Clayton. “It further details the requirements for establishment of a Stormwater Team, team meetings, and development of site specific Best Management Practice (BMP) Checklist, frequency of BMP inspections, and requirements for an annual comprehensive compliance evaluation of the effectiveness of the Stormwater Program.”
The work to be performed provides for professional architect-engineering services for potable water, wastewater, stormwater, spill control and other related miscellaneous environmental services, to include various forms of support for these environmental programs.
Work for the initial task order is expected to be completed by September 2020. All work on this contract will be performed at various installations throughout the southeast region and will be completed by June 2025.

Each year NAVFAC establishes target goals for Small Business, Small Disadvantaged Business (SDB), Historically Underutilized Business Zone Small Business (HUBZONE), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business categories. Utilizing these small business concerns to the maximum extent practicable is a matter of National interest with both social and economic benefits.
