Naval Facilities Engineering Command Marianas Financial Management Analyst Clare I. Pangelinan has been awarded the 2020 Peggy B. Craig Lifetime Service Award for demonstrating professionalism, compassion and commitment to excellence.

“I just love what I’m doing,” Pangelinan said following a 51-year career with NAVFAC. “I feel good coming to work every day. I know what needs to be done and I know how to do it. I just keep moving forward.” 

After graduating from the Academy of Our Lady of Guam in 1967, Pangelinan worked at the public library and then in the private sector before taking the federal civil service exam. On April 14, 1969 she began her service with the federal government as a clerk typist at Officer in Charge of Construction (OICC) Marianas.

In 1987 she transferred to Navy Public Works Center (PWC) Guam as secretary to the comptroller. Her boss, the comptroller, recommended that she transfer to the accounting department. “I was very reluctant to go into accounting, but he encouraged me,” Pangelinan said. “So I tried it and I found that I just love it. It keeps my mind busy, it makes me want to come to work.”

Pangelinan has consistently demonstrated her expertise and dedication in any task assigned including her role in the priority placement and reassignment of more than 600 personnel resulting from the outsourcing of the public works function of U.S. Navy Public Works Center Guam to Raytheon Technical Services Guam in 1999-2000.

She also contributed significantly, as a member of the Financial Management team, to the establishment of Joint Region Marianas and the successful transition of $5.5 billion in Air Force real property and more than 700 Air Force civilians to the Navy under the Joint Region construct.

She has earned a reputation as a foremost expert in her field who enthusiastically and unselfishly shares her knowledge, experience and expertise. “I was surprised when they announced that I won,” Pangelinan said. “It’s such an honor. I really didn’t expect it.”

She credits her career accomplishments with her love for her job and says she has no plans to retire any time soon.   

Pangelinan is the sixth member of the NAVFAC Marianas team to win the prestigious award since it was established in 2012. Previous NAVFAC Marianas winners are: Inspector General Gloria Mortera (2019), Performance Assessment Representative Marie Taitano (2017), Business Director Dr. Samuel Roundtree (2016), Acquisitions Supervisor Doris Castro (2015) and Comptroller Rose Wright (2014).

This award is named after Peggy B. Craig, who retired from NAVFAC in 2011 as the special assistant to the NAVFAC commander and chief of civil engineers after serving 48 years in federal civil service. The award is given each year to devoted professionals who best personify a career of service, selflessness and dedication to NAVFAC, Navy Expeditionary Combat Command, the Center for Seabees and Facilities Engineering, or any subordinate units.
