The Center for Information Dominance (CID) recognized two civilians of the quarter (COQ) for the fourth quarter of calendar year 2015, Feb. 12. "I am so pleased every time we have a chance to recognize our stellar employees," said Capt. Maureen Fox, CID commanding officer. "Yet again, I'm just awestruck by the talent, the dedication, and the drive from our team to support our mission of training the information warfare community and beyond." Melvin L. Hampton, a purchasing agent for CID's Technical Support and Logistics (N4) Directorate, and James Murphy, the foreign area officer (FAO) training manager for the Navy Center for Language, Regional Expertise and Culture (CLREC), were acknowledged for outstanding performance. Hampton, the mid-grade COQ, performed the job of three employees during fiscal year 2015 end-of-year budget processing. He processed the majority of requisitions for the entire CID domain, allowing for the proper funding of essential programs and continued training to be executed in fiscal year 2016. Managing more than 396 requisitions totaling more than $3.1 million throughout the fiscal year, Hampton completed complex procurement requests, most during the last quarter, swiftly and with 100 percent accuracy. "He's the one in the supply trenches that very few see, but he ensures the command's vital requirements are processed in a timely and efficient manner," said Mic O'Connell, N4 director. "His diligent efforts enable CID domain to maintain focus on the mission at hand. Mr. Hampton's personal goal at CID is that the mission comes first, and he consistently goes above and beyond to provide professional procurement development and training to new purchasing agents and staff members alike." Murphy, the senior-grade COQ, worked closely with the Joint Chiefs of Staff Joint Force Development (J7) directorate to ensure a smooth transition of the foreign area officer web presence, FAOweb, from a legacy system to Joint Knowledge Online (JKO). The continued availability of FAOweb directly impacts training and professional development for approximately 7,000 joint service and interagency personnel. Additionally, he leveraged the FAOweb transition to create a CLREC presence in the joint environment, as well as a CLREC mobile application, significantly broadening the availability of language and culture training products to the Department of Defense. "FAO training efforts in the last quarter outpaced the same quarter in 2014 by more than 70 percent," said Chris Wise, CLREC director. "This continues a 3-year upward trend in annual training completion for one of CLREC's primary customer sets, and Mr. Murphy has been the lead in achieving this success. I'm proud he's part of our team and of the work he does every day to maximize our training and make it even more accessible to the Navy and joint team."
