Today, the Chief of Naval Personnel announced the Fiscal Year 2019 Human Resources (HR) community Junior Officer of the Year (JOOY).

Lt. Cmdr. Suzanne L. Hopkins is the recipient for the fiscal year 2019 award.

The award was established in 2010 and recognizes a Human Resources community junior officer each year for their significant contributions to the Navy’s manpower or personnel readiness.

Lt. Cmdr. Hopkins, the Department Head of Manpower, Personnel, Training and Education (MPT&E) (N9) Combat Manning, Littoral Combat Ship (LCS) Squadron ONE, San Diego CA, manages the entire Pacific Fleet (PACFLT) manning of 18 commissioned and 12 pre-commissioned LCS crews, as well as the complex LCS Train-2-Qualify pipeline encompassing 2,800 unique training tracks. Her efforts directly affected critical manning levels and met TYCOM requirements of 100/100 fit/fill manning percentages in accordance with Commander, Naval Surface Forces directive.  Lt. Cmdr. Hopkins demonstrated superior leadership and HR expertise which resulted in her selection as the FY19 HR JOOY.

Rear Adm. Ann Burkhardt, Acting Deputy Director, Office of Force Resiliency, Office of the Under Secretary of Defense for Personnel and Readiness and Navy Human Resources Community Flag Leader said this is a significant accomplishment for Lt. Cmdr. Hopkins. 

"Lt. Cmdr. Hopkins is recognized for her impact on PACFLT LCS readiness as a junior HR officer.  She personifies the knowledge, skills and leadership abilities that we expect of our naval officers within the HR Community,” said Burkhardt.  “Her initiative, drive and MyNavyHR expertise provided a strong foundation for the future success of COMLCSRON ONE.  She is without a doubt deserving of the FY19 HR JOOY award.” 

The Human Resource community was created in 2001 to provide life-cycle management of people through requirements determination, force shaping, recruitment and selection, inventory management, and workforce training and development.  As experts in strategic human resources planning, programming and execution, the HR community develops, delivers, and maintains the Navy’s human capital in support of overall maritime strategy.  HR officers serve in key positions throughout the Navy and help to improve MyNavyHR to more effectively recruit, develop, manage, reward, and retain the force of tomorrow.
