Naval Information Warfare Systems Command (NAVWAR) Executive Assistant Capt. Robert Croxson was presented with the 2019 Association of Old Crows (AOC) Stanley B. Hall Executive Management Award for his superior leadership and expertise in the areas of electronic warfare and information operations Oct. 1 at the Naval Air Station in Patuxent River.

AOC connects members and organizations nationally and internationally across government, defense, industry and academia, providing a platform for exchanging ideas on the advances and contributions of information warfare capabilities. The Stanley B. Hall Executive Management Award recognizes leaders in organizing, planning and directing electronic warfare personnel and programs.

Croxson was acknowledged for his exceptional performance from May 2015 to June 2019 as the NAVWAR Multifunctional Information Distribution System (MIDS) program manager prior to serving as NAVWAR’s executive assistant.

“It is an honor to be presented with this prestigious award for our efforts to equip the warfighter with the most advanced capabilities as quickly and efficiently as possible,” said Croxson. “Serving as the MIDS program manager was extremely rewarding as I was able to work with a world-class team and focus on delivering modern systems so that our warfighters can fight and win in today’s complex information driven environment.”

MIDS is an advanced military command, control, communications, computing and intelligence system, incorporating high capacity, jam-resistant, digital communication links for exchange of near real-time tactical information among sea, air and land platforms. Two of the MIDS primary products include the Multifunctional Information Distribution System - Low Volume Terminal (MIDS-LVT) and the Multifunctional Information Distribution System - Joint Tactical Radio System (MIDS-JTRS).

As the MIDS Program Manager, Croxson effectively directed an international program office of 271 civilian, military, international, contracting and industry personnel and successfully executed a budget of $1.4 billion. He was responsible for all aspects of MIDS through all phases of the acquisition process.

During his time as program manager, Croxson largely supported the Department of Defense mandated MIDS-LVT Block Upgrade 2. He worked alongside the MIDS International Program Office to upgrade all 10,700 MIDS-LVTs, transitioning them from development to production.  This upgrade will deliver enhanced functionality to low volume, lightweight, tactical, information system terminals for U.S. and allied fighter aircraft, bombers, helicopters, ships and ground sites worldwide.

Croxson also streamlined the development and procurement process of the MIDS-JTRS software defined radio (SDR) concurrent multi-netting-4 (CMN4) upgrade. Croxson and his team effectively upgraded and transitioned the MIDS-JTRS SDR CMN4 terminal, moving it from development to production, significantly increasing network capacity and interoperability for the fleet.

Here at NAVWAR we are privileged to have his tremendous amount of operational, test and acquisition experience while he serves as the command’s executive assistant, tracking and managing all significant issues enterprise-wide.”
