NAVSUP FLC Norfolk Recognizes CPI Efforts

NAVSUP Fleet Logistics Center (FLC) Norfolk recognized the successful completion of four recent Continuous Process Improvement (CPI) projects, during an awards ceremony held in Norfolk May 23.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk recognized the successful completion of four recent Continuous Process Improvement (CPI) projects, during an awards ceremony held in Norfolk May 23.

Commanding Officer Capt. James Lowther recognized the teams that completed projects to improve processes involving warehousing, receipt processing, personally procured move (PPM) and government arranged move (GAM) processes.

According to Executive Director Dale Rieck, CPI is vital to the future success of the command and is critical enabler for the NAVSUP Reform effort.

“The fleet really appreciates the tremendous surge in CPI projects that have reduced the investment in many parts as well as significantly reduced receipt processing time,” Rieck added. “CPI involvement is a superb way to show the innovative ways our work force can examine and streamline processes to enable more focus on other strategic issues.”

The warehousing and receipt processing projects were both part of NAVSUP FLC Norfolk’s logistics support to Naval Facilities Engineering Command (NAVFAC) Mid-Atlantic. The warehousing team reviewed the stowage process, particularly “received to-receipted” time. The end result was a reduction in receive to receipt time from an average of up to 50 days down to two days. 

The receipt process project had a goal of reducing the process from 60 days down to 30. Thanks to the recommended changes being made, the current process time has been reduced even further than the original goal, down to 25 days.

“These two projects evidence are commitment to satisfying our customers, supporting our employees and improving our processes, said Supply Management Department Director Cynthia Brown. “By correcting inefficiencies in the process they provide a significant cost avoidance and overall savings to the government.”

The household goods audit team had the other two projects, PPM and GAM processes by the Household Goods Audit Team, covering the two types of permanent change of station moves for Sailors. Both projects were related to audit backlogs and cutting down their number and time taken to perform. 

The PPM project successfully eliminated incomplete PPM claim submission backlog by 100 percent from 218 to zero. It reduced the process cycle time by 65 percent from 4 weeks to 7 business days. Additionally, it reduced the backlog of PPM claims by 80 percent from 1,571 PPM claims to 314 PPM claims.

The GAM project successfully reduced the backlog by 50 percent from 712 records to 356 records. Additionally, it reduced process cycle time by 66 percent from 90 days to 30 days of receipt. 

“We are very proud of our CPI teams and their focused energy and enthusiasm,” said Rieck. “Barbara Alston, the command CPI deployment champion, has been outstanding in finding and arranging a good number of training opportunities for aspiring greenbelt practitioners.”
