Hawaii RMC Deputy Receives Superior Civilian Service Award

Pearl Harbor Naval Shipyard Deputy Commander & Intermediate Maintenance Facility/Hawaii Regional Maintenance Center (HRMC), Capt. Daniel Kidd, presented HRMC's Deputy, David C. Phillips, the Navy Superior Civilian Service Award.

JOINT BASE PEARL HARBOR-HICKAM (NNS) – Pearl Harbor Naval Shipyard Deputy Commander & Intermediate Maintenance Facility/Hawaii Regional Maintenance Center (HRMC), Capt. Daniel Kidd, presented HRMC’s Deputy, David C. Phillips, the Navy Superior Civilian Service Award on behalf of Commander, Naval Sea Systems Command, Vice Adm. Thomas Moore, on July 26 in Honolulu. 

Though Phillips is currently HRMC’s Deputy, he received the award for his outstanding contributions to the U.S. Navy while serving in his prior position as the first Deputy Officer-in-Charge of the Forward Deployed Regional Maintenance Center Detachment (DET) in Rota, Spain. There he established the U.S. Navy ship repair capability (personnel, processes, and infrastructure) on a Spanish Naval Base during Sept. 2013 until Sept. 2018.

In the award, Vice Adm. Moore recognized Phillips for his “exceptional leadership, professionalism, diligence and expertise,” all of which were directly responsible for FDRMC Detachment Rota’s contributions to achieving the command’s mission.

The award further recognized Phillips for his exceptional commitment to Det Rota’s operations, training programs, and mission effectiveness by establishing a team of maintenance specialists focused on supporting the four homeported ships and nearly 100 deployments in the 6th Fleet Area of Operations.  During the five years he was in Rota, more than 70 ship repair availabilities were all completed on time.

Prior to his position at FDRMC DET Rota, Phillips was the Executive Director (ED) of the Southeast Regional Maintenance Center (SERMC) in Mayport, Fla. from 2004 until 2018. While at SERMC, Phillips served as the senior civilian and oversaw the day-to-day operations of the command, which is comprised of 380 civilians, 440 military members, and 34 support contractors.  He was also responsible for Contract Management Oversight, Fleet Technical Assistance, Intermediate Level Maintenance, and Total Ship Readiness Assessment.
