Naval Facilities Engineering Command (NAVFAC) Southeast recognized its selections for the 2019 Military and Civilian Engineer of the Year, during an All Hands meeting Jan. 8 in Jacksonville, Florida.

Lt. Kristen Krushinski, CEC, assistant public works officer (PWO) for Public Works Department (PWD) Kings Bay was selected as the NAVFAC Southeast Military Engineer of the Year, and John McCoy, NAVFAC Southeast waterfront engineer, was selected as the NAVFAC Southeast Civilian Engineer of the Year.

“Lt. Krushinski and Mr. McCoy are shining examples of the stellar engineering expertise we have across our military and civilian employee ranks,” said NAVFAC Southeast Commanding Officer Capt. Mike Monreal. “They both are well deserving of this honor and recognition, and I’m extremely proud of them.”

Award winners are selected based on their achievements and innovation in engineering over the past year. Selection includes review of their past and current education, professional registration, continuing education achievements, professional and technical society activities, awards or honors, and civic and humanitarian activities.

Krushinski reported to NAVFAC Southeast onboard Naval Submarine Base (NSB) Kings Bay, Georgia, in January 2017 holding two positions; the assistant PWO and division head of the Facilities Management Division (FMD).

Krushinski spearheaded the Kings Bay Dry Dock Recapitalization Working Group, developing a $500 million special project plan to recapitalize major components of NSB Kings Bay submarine dry dock. She was instrumental in the management of a 23-person team with a yearly sustainment budget of $31 million. Krushinski is responsible for the planning and development of all requirements across NSB Kings Bay and management of all real property. Her leadership ensured the development and execution of $12 million in sustainment funds, a $39 million dredging project and critical installation road repairs.

“I am extremely honored to be selected as the NAVFAC Military Engineer of the Year,” said Krushinski. “This award is the result of the hard work, dedication, and incredible talent of the entire PWD Kings Bay and NAVFAC Southeast team.”

“Lt. Krushinski showcased exceptional problem solving capabilities, drive, expertise, and leadership,” said Monreal. “She has a bright future ahead of her.”

Receiving the Civilian Engineer of the Year award is NAVFAC Southeast Waterfront Engineer John McCoy.

McCoy’s subject matter expertise enabled the $500 million NSB Kings Bay Dry Dock Recapitalization project plan to be set in place. He identified various scope, design and schedule risks that resulted in immediate funding of a study to determine possible recapitalization actions that could be accomplished within the allowable construction window. This project is set to be one of the top projects in the Navy in 2021.

During Hurricane Matthew, McCoy served as the subject matter expert in support of the Command’s Emergency Operations Center. He coordinated and arranged port depth assessments throughout the affected area and provided thorough assessments on the damages of critical waterfront facilities. His support was critical to the identification and vetting of multiple facility repair solutions, which resulted in over $200 million in timely facility repairs, allowing the U.S. Navy to quickly regain full facility readiness.

“Being selected as the Civilian Engineer of the Year for NAVFAC Southeast is a humbling experience because there are so many exceptional professionals at our command,” said McCoy. “Many of these remarkable professionals have influenced me during my over 20-year engineering career. I would like to thank the entire former Integrated Product Team (IPT) South Atlantic team that provided me with this opportunity.”

Capt. Monreal said, “Mr. McCoy has consistently provided world-class engineering expertise on a variety of waterfront projects that enable fleet readiness in support of our national defense.”

NAVFAC Headquarters selects a Civilian and Military Engineer of the Year from the award winners of each regional NAVFAC command who are then nominated as the NAVFAC candidates for the prestigious National Society of Professional Engineers (NSPE) Federal Engineer of the Year award.

Capt. Monreal announced that Lt. Krushinski was selected as NAVFAC’s 2019 Federal Engineer for the year for NAVFAC and will be announced as the NSPE 2019 Federal Engineer of the Year at a ceremony to be held at the National Press Club in Washington, D.C. in February.

Both engineers have proven to be truly among the elite in the Navy and the federal government.
