The Center for Information Warfare Training (CIWT) named its 2018 fourth quarter Civilians of the Quarter (COQ), Feb. 14.
Selected were Ranilo Estacio, an inventory management specialist with Information Warfare Training Command (IWTC) San Diego, as non-supervisory COQ; and Erleen Hughes, an instructor and course supervisor at IWTC Virginia Beach, Virginia, as Civilian Instructor of the Quarter.
"The CIWT domain encompasses an exceptionally-talented and dedicated team of professionals, and CIWT civilians like Ms. Hughes and Mr. Estacio are deeply invested in the execution of our mission and warfighting lethality, readiness and capacity," said CIWT's Executive Director Jim Hagy. "We greatly appreciate their enthusiastic perseverance and service to the Navy and our country."
As an instructor and course supervisor, Hughes provided exceptional oversight and stewardship of all facets of curriculum management for her course, while ensuring maximum training opportunities were available to the fleet. Additionally, she actively engages instructors from their first day on board to help lead them through various qualifications, certifications and advanced credentials.
“Ms. Hughes’ approach to training and curriculum standards manifests itself in the outstanding performance of our military and civilian instructors,” said Cmdr. Richard Bosworth, commanding officer of IWTC Virginia Beach. “She is a proven leader who consistently demonstrates her ability to motivate her students, peers and Sailors she is entrusted to mentor. Shae has contributed greatly to the IWTC Virginia Beach and CIWT domain mission.”
Providing supply technical services and administrative oversight in all facets of logistical operations, which include management, receipt issues, supply stow, technical research, and inventory, Estacio is a vital element of IWTC San Diego’s staff and mission. He worked tirelessly and collaboratively with CIWT to recommend new solutions, alternatives, courses of actions and ensured 100 percent accountability of all high-dollar command assets of 583 line items totaling more than $3.6 million.
“In his short time on board, Mr. Estacio conducted an in-depth analysis of our supply logistic program operation to determine material status, efficiency of process, trends, corrective actions and preventive measures,” said Cmdr. Errol Laumann, IWTC San Diego commanding officer. “His unparalleled initiative and infectious drive have significantly contributed to improved command efficiencies and readiness at IWTC San Diego.”
With four school-house commands, two detachments, and training sites throughout the United States and Japan, CIWT is recognized as Naval Education and Training Command’s top learning center for the past three years. Training more than 21,000 students every year, CIWT delivers trained information warfare professionals to the Navy and joint services. CIWT also offers more than 200 courses for cryptologic technicians, intelligence specialists, information systems technicians, electronics technicians, and officers in the information warfare community.
