The Chief of Naval Personnel (CNP) announced the Fiscal Year (FY) 2018 Human Resources (HR) community Junior Officer of the Year (JOOY), Feb. 19.

Lt. Cmdr. Timothy Shaffer, department head, Workforce Classification (Code 10), Navy Manpower Analysis Center, Millington, Tennessee, is the award recipient for FY 2018.

The HR JOOY award, established in 2010, recognizes an HR community junior officer each year for their significant contributions to the Navy’s manpower readiness.

According to the award nomination, Shaffer flawlessly implemented the Navy’s transition to a new Navy Enlisted Classification construct and established seven rating prototypes of the CNP-mandated commonality matrix.  His superior efforts linked directly to several Sailor 2025 and Navy Manpower, Personnel, Training and Education (MPT&E) transformation initiatives, such as Rating Modernization and Ready Relevant Learning. 

"Lt. Cmdr. Timothy Shaffer has been recognized for his tremendous impact on Navy manpower readiness.  He displays all the qualities of an outstanding HR junior officer,” said Rear Adm. Ann Burkhardt, director, Department of Defense Sexual Assault Prevention and Response Office and the Navy's senior HR officer.  “His HR expertise, analytic capability and initiative have resulted in unrivaled contributions that will shape Navy MPT&E readiness for years to come.” 

The HR community was created in 2001 to develop manpower requirements, recruit, train and manage Sailors throughout the Navy.  HR officers serve in key positions throughout the Navy and help to improve personnel management and training systems to more effectively recruit, develop, manage, reward, and retain the force of tomorrow.
