February 2019 SELRES Advancement Exams Announced

The Cycle 104 exams apply to all SELRES Sailors serving on voluntary recall or mobilization. Candidates must meet the basic eligibility requirements outlined in the Navy Enlisted Advancement Manual prior to Feb. 1, 2019 to be considered as an exam candidate for advancement.

“With constant change happening throughout our Navy, it's critically important for Educational Services Officers (ESOs) and Command Career Counselors (CCCs) to pay close attention to eligibility, exam ordering and rating specific information concerning their respective Sailors,” said Cmdr. Doug Johnson, Navy Advancement Center director. “Attention to detail is the name of the game and is the key factor to ensuring that no Sailor will be disadvantaged during the advancement process."

To ensure the correct exams are ordered for their Sailors, ESOs must follow the pre-exam preparation requirements in the exam verbatim located at https://prod-neas.ncdc.navy.mil in addition to the requirements in Chapter six of the Navy Enlisted Advancement Manual.

In order to be eligible to take the exams, Sailors must have the minimum time in rate (TIR) for each rate.  The minimum TIR for the E-7 exam is Jan. 1, 2017; July 1, 2016 for E-6; July 1, 2018 for E-5; and Jan. 1, 2019 for E-4.  E-6 and E-7 candidate TIR requirements for early promote Sailors can be waived for one year with commanding officer (CO) or officer in charge (OIC) approval.

NAVADMIN 203/18 provides details and references regarding eligibility requirements, including waivers, high year tenure, and security clearances. It also provides guidance on rating specific information including the ordering and administration of exams and exam results.

For Cycle 104, each Navy examination consists of 25 professional military knowledge and 150 job-specific rating technical questions. The Navy Advancement Center (NAC) updates bibliography information as fleet instructions and manuals change, and it is recommended that candidates check their bibliography often prior to the exam.

“The bibliographies should be a core focus of each Sailor's exam preparation process,” said Master Chief Electronics Technician, Nuclear Power (SS) James Berhalter, command master chief of the Naval Education and Training Professional Development Center (NETPDC).  “Keeping in mind that each cycle’s exams are unique, I would recommend Sailors use only the official Navy bibliography sources for exam preparation.”
