NAVSUP FLC Norfolk Contracting Department Recognized for Acquisition Excellence

NAVSUP FLC Norfolk Contracting Department was recognized as a winner in the 2018 Department of the Navy Acquisition Award in the Field Acquisition Category in an announcement from the Assistant Secretary of the Navy sent to the fleet August 28.

The Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Norfolk Contracting Department (Code 200) was recognized as a winner in the 2018 Department of the Navy Acquisition Award in the Field Acquisition Category in an announcement from the Assistant Secretary of the Navy (Research, Development and Acquisition) sent to the fleet August 28.

According to the Contracting Department Deputy Director Jordan Dorsey, the command was graded in the areas of outstanding resource management and enhanced competition, personnel development and retention, demonstrated excellence in bringing supplies and services at the right price and time, improving sustainability and readiness for operational forces.

“This award reflects the awesome work our people do every day for the Navy,” said Dorsey. “We are very proud to be recognized.”

During the award period, NAVSUP FLC Norfolk obligated $2.1 billion in supplies and services and $12.5 billion in total contract value in support of its customers through exceptional management of its 245-person workforce while maintaining the highest level of customer satisfaction as demonstrated by NAVSUP customer satisfaction surveys. More than 95 percent of those surveyed gave NAVSUP FLC Norfolk the highest grade of “superior.”

Dorsey added that Contracting Department’s mission is to deliver timely, compliant, best value acquisition solutions and contracting support to Navy and other DoD customers through an empowered network of professionals motivated to anticipate customers’ needs and exceed customers’ expectations.

 The office serves a variety of Navy Echelon I and II Commands including Joint Chiefs of Staff (JS), Chief of Naval Operations (OPNAV), U.S. Fleet Forces Command (USFF), Assistant Secretary of the Navy Financial Management & Comptroller (ASN FM&C), Commander, Navy Installations Command (CNIC), Bureau of Navy Medicine and Surgery (BUMED), Navy Personnel Command (NPC), Navy Recruiting Command (NRC), Naval Criminal Investigative Service (NCIS), US Naval Academy (USNA), Naval Support Activity (NSA) Great Lakes and Navy Exchange Service Command (NEXCOM).

They were cited in several areas for the award, including ship’s husbanding where they executed NAVSUP’s vision to standardize husbanding service providers while taking on additional workload to handle ordering and payment processes that had been previously handled by ship’s company Supply Departments. In all, Code 200 awarded two suites of multiple award contracts for the east coast of the United States valued at $88 million and the Americas, valued at $235 million.

Code 200 also executed an innovative procurement strategy for OPNAV which provides strategically sourced multiple award contracts valued at $461 million with real dollar savings of $92 million through enhanced competition.

Code 200 was also lauded for actively promoting awareness and support of the command small business and competition goals. As a result of their proactive support and ardent efforts, NAVSUP FLC Norfolk met and exceeded all command goals for fy-17 including competition, small business, small disadvantaged business, service disabled veteran owned small business, woman-owned small business and historically underutilized business zone awards.

The award will be presented October 16 at the Pentagon.
