The Assistant Secretary of the Navy for Financial Management and Comptroller (ASN FM&C) recognized Space and Naval Warfare Systems Command (SPAWAR) employees for their significant contributions in financial management during fiscal year (FY) 2017 during a Pentagon ceremony, Aug. 28.

The ASM FM&C award recognizes civilian and enlisted Navy personnel for their outstanding achievements in financial management endeavors in the areas of budget formulation, budget execution, accounting, systems, financial policy and audit improvement.

"These awards recognize the remarkable work of SPAWAR’s financial management team and their dedication to supporting our mission of rapidly delivering cyber warfighting capabilities from seabed to space,” said Rear Adm. Christian Becker, SPAWAR commander. "Their forward thinking allows us to efficiently and effectively deliver innovative technologies at the ever increasing speed of information."

SPAWAR received two overall FM&C achievement awards. The first was in the area of budget execution for an effective triannual review process. The second was in the area of accounting and auditing for effective use of financial management oversight audit resources.

Additionally, two SPAWAR employees received individual awards for their noteworthy financial management accomplishments.

Jane Kiggins received a lifetime achievement award honoring her for her 30 years of government service which she dedicated to financial management. Kiggins currently serves as SPAWAR’s director of accounting where she is responsible for day to day accounting operations, financial reporting, and developing accounting policies and procedures in support of SPAWAR’s worldwide financial improvement and audit readiness (FIAR) programs.

"It is an honor to be nominated and selected to receive the ASN FM&C award,” said Kiggins. This award acknowledges the time, effort, and expertise put forth by SPAWAR’s exceptional employees and financial management teams to ensure the organization meets its daily, monthly and yearly financial management goals.”

Frances Rosal also received an award for individual achievement in budget execution. Rosal led SPAWAR’s tri-annual review for FY 2017, with new guidance requiring her to build a team of subject matter experts to include business financial managers assigned to each competency, Program Executive Office, SPAWAR Systems Center Pacific and Atlantic, and systems offices. Together, this team developed a new tri-annual review tool that assisted in the efficient and effective execution of the review. This tool is currently being recognized as a “best business practice” tool by ASN FM&C.

In addition to the overall and individual awards, SPAWAR also received three team awards. SPAWAR’s reimbursable work order (RWO) Integrated Process team received a team achievement award for budget execution. The team developed a solution to comply with new RWO policies, ensuring that SPAWAR was in compliance with the financial receipt and acceptance process.

SPAWAR’s valuation of Mobile User Objective System satellites team received a team achievement award for accounting and auditing. The team was recognized for successfully developing and implementing satellite valuation accounting procedures with the ability to record, process and report financial transactions accurately worldwide.

SPAWAR’s FIAR team also received an award for accounting and auditing. The team was recognized for their development and implementation of a new, top down, risk-based approach to systems command financial risk management, internal controls and audit response. This new program integrates existing guidance and best practices while simultaneously supporting the command’s mission of delivering effective and efficient fleet services by reducing operational impact and improving documentation response timelines.

"This award is due to the combined efforts across many organizations including SPAWAR Headquarters, SPAWAR System Centers and Program Executive Offices,” said John Skober, FIAR team lead. “During the Navy audit SPAWAR demonstrated consistently high standards in their ability to respond to audit requests on time and with the correct information. This success was not the work of any one person or even team, but the shared contribution of teams across the command supporting FIAR efforts.”
