Commanding Officer Capt. Michael Kenney announced the Naval Facilities Engineering Command (NAVFAC) Far East Fiscal Year 2018 engineers of the year Oct. 1.
Lt. Cmdr. Marcel Duplantier, Dr. Martin Lewis and Mr. Atsushi Minawa, were selected as military, civilian and host-nation engineers of the year, respectively.
“This award recognizes their outstanding contributions to NAVFAC, their supported commands and the engineering profession,” said Kenney.
Duplantier championed a five year plan providing system upgrades, modernization of Supervisory Control and Data Acquisition systems, and the creation of a 60Hz micro-grid, essential for energy resiliency and enhanced cyber-security.
Lewis supported negotiations for a $500 million facility relocation agreement with the Government of Japan, led the planning effort for the new DoDEA High School and streamlined Public Works Department Yokosuka to support a construction execution increase from $53 million to $120 million.
Minawa increased Facilities Engineering and Acquisition Division design execution by investing in training and productivity software and through transformation into more agile project teams. These accomplishments allowed an 80 percent increase in design product for a year-end total of nearly $90 million.
