The Honolulu-Pacific Federal Executive Board (FEB) held its 62nd Annual Excellence in Federal Government Awards ceremony to recognize government employees at Hickam Officers Club aboard Joint Base Pearl Harbor-Hickam April 27.

Six employees and one department from Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Pearl Harbor were honored for their outstanding efforts, dedication and contribution to the workforce and community.

The winners representing NAVSUP FLC Pearl Harbor are:

Federal Employee of the Year (Clerical and Assistant)

Gina Asuncion, administrative assistant, led the new employee orientation program with superior customer support, ensured coverage for command training, town halls, and retirement ceremonies. She continues to track and deliver excellent support in the following areas: retirement packages, length of service awards, transportation incentive awards, and recognition store. Gina is key component to the command's success and state of readiness.

Federal Employee of the Year (Professional, Administrative, and Technical)

Kyong Yu, senior contract specialist, expertly navigates the acquisition phases to manage large dollar awards efficiently and effectively, initiates positive teaming relationships to successfully maintain communication and accountability, and proactively initiates process improvements that impact the standards of quality of the contracting department. He has a keen utilization of time and available resources which enable him to complete all projects either on time or ahead of schedule. He motivates his team members to produce acquisition solutions in alignment with the mission of the customers.

Federal Employee of the Year (Trades and Crafts)

Ian Jarrett, fuel distribution systems operator leader, expert facilitator, motivator, and team builder, single point of contact for all critical job plans, and expert at bridging the gap between labor and management. He sets the pace for a high operational tempo shop. His superior utilization of manpower and available resources enable his team to meet all operational requirements despite staffing shortages.

Exceptional Community Service

TSgt Rossana Quiñones, Non-Commissioned Officer in Charge, customer support, TSgt Quiñones dedicated her personal time throughout the community. As a native Spanish speaker, she has devoted time to Mililani Ike Elementary School's Spanish Immersion Program, where she encouraged 24 kids to use Spanish as a second language. She also fostered local community relations by officiating a Special Olympics race for 400 participants. Additionally, TSgt Quiñones teaches free Zumba classes to soldiers and their families in the Schofield Barracks Community, saving the DoD 46 thousand dollars in salary/fees. Lastly, she led a base wide Joint Base Pearl Harbor-Hickam Hispanic Heritage Observance where she procured 32 off base vendors bolstering cultural diversity throughout the bases' 38 thousand joint personnel and families.

Mentor of the Year

Steven Butler, fuel distribution systems mechanic supervisor, a master craftsman and mechanic who takes pride in teaching his trade, expended countless hours mentoring and developing a new team after 80 percent employee turnover. He established new benchmarks of excellence in sustaining and operating a complex fuels distribution system by motivating his team to excel in the face of all challenges. Additionally, employees outside of his shop look up to him for his sage wisdom and leadership.

Leader/Supervisor/Manager of the Year

Michael Gladden, deputy, logistics support officer, leads a team of 20 personnel in the support of invaluable logistics support for 45 ships and submarines from the U.S. and multiple foreign nations in the Hawaii area of responsibility. His drive and leadership have been instrumental in numerous logistics integration planning conferences and final plan execution to include the Rim of the Pacific (RIMPAC) exercise. His mentorship provided critical tools for the professional growth of his personnel that led to two employees of the quarter. Additionally, he proactively anticipates the customers' needs by establishing an effective liaison with regional supply chain stakeholders, ensuring 100 percent mission accomplishment and success.

Team Excellence

The Joint Base Pearl Harbor-Hickam Hazardous Material (HAZMAT) Center culminated $1.25 million of HAZMAT consolidation efforts by relocating 565 line items and installed 64 new sets of shelving racks. The team implemented multiple strategies to reduce HAZMAT courtesy stow by 95 percent from 212 pallets to 4 pallets which freed 3,600 square feet of warehouse space. The team managed the NAVSUP FLC Pearl Harbor locker assessment program and initiated the hazardous material training program training over 60 customers. Team members include: Sonya Steinhoff-Aspili, Edward Gonzales, Kimberly Galton, Eugene Dieckhoner, Steven Scott, and Steven Gionson.

"I'm extremely proud to make such a positive impact on our military and civilian personnel," said Asuncion. "When I found out that I was selected, I felt honored."

The Federal Government Awards Program recognizes outstanding federal employees for their efforts, leadership, and/or initiative. The program encourages innovation and excellence in government, reinforces pride in federal service, and helps call public attention to the broad range of services provided by federal employees.

"Each individual is very deserving of this recognition and is a great representation of our command," said Executive Director Mona Yamada. "It is truly a privilege to have people of their caliber working here at NAVSUP FLC Pearl Harbor."

FEBs were created in 1961 to foster communication, coordination and collaboration among federal agencies in the field.

The national network of 28 FEBs, located in areas of significant federal populations, serves as the cornerstone for strategic partnering in government and its purpose is to increase the effectiveness of federal government by strengthening coordination of government activities.

The Honolulu-Pacific FEB was established in 1966 and serves as the federal presence throughout the Pacific and plays a pivotal role in creating a government that works better and costs less.
