NAVSUP FLC Norfolk Husbanding Service Provider Team Supports NYC Fleet Week

The Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Norfolk Husbanding Service Provider (HSP) Team provided onsite logistics support for Fleet Week New York, which ran from May 23 to 29.

According to HSP Supervisory Contracting Officer Lt. Cmdr. Carrie Paben, she was onsite to serve as the administrative contracting officer to review, approve and issue authorizations to proceed to the husbanding service provider, should additional husbanding support items and services be required while in port.

She was joined by Lt. Tim Landry in support of the ships that traveled to Fleet Week New York; including USS Arlington (LPD 24), USS Little Rock (LCS 9), USS Mitscher (DDG 57) and USS Zephyr (PC 8). Their onsite presence ensured immediate support, especially during normal non-working evening hours and through Memorial Day weekend.

"The most rewarding part of the trip was opportunity to be face-to-face with our customers, both the shipboard customers and Commander, Navy Region Mid-Atlantic and Carrier Strike Group 10 representatives," she added. "Due to working in the same space, we were able to maximize working relationships to ensure faster, more efficient trouble-shooting as well as make some great connections for future support."

The HSP team helps ships procure a wide variety of services from trash removal, sewage removal, pilots and tugs, fresh water, bus service, vehicle rental and more, depending on the needs of the individual ship. Paben explained that by being on site for an event of this size, they were able to accompany the contracting officer representative from U.S Fleet Forces on his daily visits to the ships to observe daily reconciliation between the ship Supply Officer and husbanding service provider agent.

"These daily reconciliations are key to ensuring the government is only paying for services we receive as well as monitoring contractor performance," Paben added.

She concluded by saying that the opportunity to be onsite will greatly assist the HSP contracting team in the future in anticipating requirements for this annual event and will allow the team to help guide fleet customers in ensuring all requirements are considered, from hotels for watch standers to ATFP requirements across New York City.
