Naval Facilities Engineering Command (NAVFAC) Marianas and Officer in Charge of Construction Marine Corps Marianas (OICC MCM) held a dual change of command ceremony, June 22, on Naval Base Guam.

During the ceremony, OICC MCM Commanding Officer Capt. Daniel P. Turner first transferred command to Capt. Joseph L. Greeson, previously the executive officer of NAVFAC Engineering and Expeditionary Warfare Center (EXWC) based in Port Hueneme, California.

NAVFAC Marianas Commanding Officer Capt. Stephanie M. Jones commended Turner and the OICC MCM team for its achievements since the establishment of the office in August 2016.

"Capt. Turner, today, as I look at what you and your team have collectively accomplished and where we are with this huge military initiative, this huge organizational growth; this huge design; engineering and construction program; it is an amazing accomplishment," Jones said. "I know that some never believed we would actually be where we are today. Your success is unprecedented and impressive."

"That being said, this is just the start. Much work remains to be done," Jones added. "The course ahead remains challenging with significant growth and continued high expectations for the command. Fortunately, OICC MCM has a dedicated group of professionals that will remain on deck and grow in size to address these challenges with and a new commanding officer who will command OICC MCM with outstanding leadership and technical expertise."

Following that part of the dual change of command ceremony, Jones then relinquished command of NAVFAC Marianas to Turner.

Commander of NAVFAC Pacific Rear Adm. John W. Korka was the guest speaker for the event and praised both Turner and Jones for their dedicated service to the Navy and the community. Korka also recounted his assignments on Guam.

"Living on Guam is unique and professionally rewarding," he said. "Guam remains a strategic location and the Navy's partnership with Guam is highly valued."

Turner and Jones were both awarded the Legion of Merit for their exemplary service in their former commands. Turner was cited for his "vision and bold leadership" in leading the formation of an "organization charged to execute an $8.7 billion construction program enabling the relocation of 6,300 Marines and dependents to Guam."

According to Jones' citation, "her leadership was vital to the flawless delivery of $830 million in construction including overseas housing renovations, submarine maintenance facilities, fuel distribution upgrades, aircraft ramp space and site development for the future Marine Corps base on Guam." Jones also "expertly oversaw the organizational design and activation of Officer in Charge of Construction, Marine Corps Marianas."

Meanwhile, in a separate presentation, Lt. Governor of Guam Ray Tenorio bestowed on Jones the Ancient Order of the Chamorri. This exclusive award entitles all recipients to membership in the order, which is an honor established by Guam law and only extended by the governor and the speaker of the Guam Legislature to persons not native to Guam who have provided exemplary service for the people of Guam.

Jones is now on her way to Washington, D.C., where she will begin her next assignment at NAVFAC Headquarters as the NAVFAC inspector general.
