NAVSUP LOGCELL Team Receives Adm. Stan Arthur Award for Logistics Excellence: Logistics Team of the Year

Vice Adm. Dixon Smith, deputy chief of naval operations, Fleet Readiness and Logistics, presented the Naval Supply Systems Command (NAVSUP) Logistics Cell (LOGCELL) Team with the Adm. Stan Arthur Award for Logistics Excellence: Logistics Team of the Year, Aug. 14.

LOGCELL is an interactive data analytics and business intelligence tool powered by the Information Management for the 21st Century (InforM-21) developed by NAVSUP Business Systems Center (BSC). Current operational analytical tools proved incapable of timely solutions to the most pressing readiness issues. InforM-21's LOGCELL addresses these issues through the aggregation of various data sources, and the use of an intuitive dashboard graphical user interface and interactive charting of key performance indicators.

Team member Lt. Cdr. Andrew Henwood said, "The objective of LOGCELL is to bring together multiple stakeholders, both physically and virtually, to collectively compress the time it takes to identify and solve problems that affect aviation readiness. It also serves to provide a common operating picture by fusing together multiple data sources in a way in which problem areas can quickly be identified and attacked."

Supporting the CNO's objective of high-velocity learning, LOGCELL ensures alignment of goals, metrics and outcomes with the singular focus on improving operational readiness. The team made noteworthy improvements for P-8A Poseidon, the Navy's newest maritime, patrol and reconnaissance aircraft readiness. Specifically, they achieved a 25 percent reduction of back-orders for repair parts, a 57 percent reduction in consumable part back-orders, and a 62 percent reduction in the average number of back-orders per fielded aircraft. Additionally, the team's prompt actions avoided retail outfitting costs in excess of $114 million. As of May 2017, the LOGCELL tool includes all aviation weapons platforms, with maritime platforms to be added in future development releases.

The Adm. Stan Arthur Award highlights military and civilian logisticians who epitomize excellence in logistics planning and execution. The award recognizes individuals and teams who have enhanced combat capability of operating forces; advanced technology, products, services and/or processes; resolved major logistics issues; developed innovative logistics that merit adoption for standard use; and had a positive effect on joint operations.

The LOGCELL team includes Capt. Matthew Ott, from NAVSUP Weapon Systems Support (WSS); Lt. Cdr. Andrew Henwood, from NAVSUP WSS; James Carson, from NAVSUP headquarters; Paul Hartman, from NAVSUP BSC; Robert Gordon, from NAVSUP WSS; Meredith Buck, from NAVSUP BSC; Tracy Miller, from NAVSUP BSC; NAVSUP BSC contractors Kevin Donnelly, Brian Parsons and Scott Armentrout; and Scott Williams, from NAVSUP BSC Contract Support.
