NIOC Whidbey Island Sailor Wins SECNAV Innovation Honorable Mention

Cryptologic Technician (Collection) 1st Class Phillip Bush recently received an honorable mention for the Department of the Navy Enlisted Innovator Award.

The Enlisted Innovator Award is part of the Secretary of the Navy Innovation Awards Program, which annually recognizes top individuals or teams making significant problem solving contributions.

"I was really excited when I found out I was nominated and when I heard that I had received the honorable mention," said Bush, a native of Phoenix, Arizona. "It's not every day that you are recognized by the Secretary of the Navy for the work you have been doing."

Bush is being recognized for his work while deployed with Carrier Strike Group Ten aboard the aircraft carrier USS Dwight D. Eisenhower (CVN 69). After he identified deficiencies in the tasking and assessment process governing the employment of the strike group's electronic attack aircraft he was forward assigned to the Combined Air Operations Center in Qatar. Where he implemented innovative solutions and established the first non-kinetic target and assessment cell at the CAOC.

NIOC Whidbey Island executes analysis, training, certification, planning, and direct support augmentation to naval air and surface forces engaged in operations worldwide as a subordinate to U.S. Fleet Cyber Command and U.S. 10th Fleet.

U.S. Fleet Cyber Command serves as the Navy component command to U.S. Strategic Command and U.S. Cyber Command, and the Navy's Service Cryptologic Component commander under the National Security Agency/Central Security Service. Fleet Cyber Command also reports directly to the Chief of Naval Operations as an Echelon II command.

U.S. 10th Fleet is the operational arm of Fleet Cyber Command and executes its mission through a task force structure similar to other warfare commanders. In this role, C10F provides operational direction through its Maritime Operations Center located at Fort George Meade Md., executing command and control over assigned forces in support of Navy or joint missions in cyber/networks, information operations, electronic warfare, cryptologic/signals intelligence and space.
