Naval Supply Systems Command Fleet Logistics Center Saves Money

Each month, Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Jacksonville Subsistence Prime Vendor (SPV) operators review, validate, and correct hundreds of subsistence orders submitted by Fleet customers to Defense Logistics Agency (DLA).

The NAVSUP FLC Jacksonville two-person team provides the linkage and critical process that identifies errors and duplicated line items which prevents vendors from supplying unnecessary provisions or subsequent erroneous charges to the Fleet customers.

The importance of these disciplined order reviews cannot be overstated. Recently, the team identified a $13,939 discrepancy when processing an order on the Navy's Food Management System for USNS Carson City (T EPF 7). There was an error on the quantities ordered (each instead of lot) in DLA's Subsistence Total Order and Receipt Electronic System web program which would have resulted in overages for the ship. This precluded a 30 pallet excess instead of the desired quantity of six pallets.

"If the SPV operator doesn't catch and take measures to correct orders, there is every expectation the vendor will fill the Fleet's order as transmitted. I enjoy making sure the technical due diligence meets the Fleet's true need!" said David Pierce, NAVSUP FLC Jacksonville, SPV operator.

Monthly, NAVSUP FLC Jacksonville Logistics Support Center SPV operators process over 150 orders for ship's provisions totaling almost $900,000. During fiscal year 2017 (FY 17), NAVSUP FLC Jacksonville Logistics Support Center supported over $11,000,000 in provisions fulfillment.

Their personal dedication and proactive expertise saved the Navy over $700,000 (6.4 percent savings in FY 17) through corrections to orders. Administration waste was removed, vendor returns were avoided and Fleet customers received outstanding support.

Increasing Fleet readiness... kudos to David Pierce and William Randolph of the NAVSUP FLC Jacksonville team. Hooyah!
