NETPDC Selects Math Statistician As Civilian of the Quarter

A mathematical statistician for the Naval Education and Training Professional Development Center (NETPDC) was honored at an All Hands ceremony Nov. 30 as Civilian of the Quarter for the third quarter of 2017.
A mathematical statistician for the Naval Education and Training Professional Development Center (NETPDC) was honored at an All Hands ceremony Nov. 30 as Civilian of the Quarter for the third quarter of 2017.

Matt Shull, a former University of West Florida cooperative education student and five-year civil service veteran, received the award for his outstanding performance as a mathematical statistician for the Navy Advancement Center (NAC).

Shull said he was totally surprised by the COQ recognition, and appreciates his bosses taking the time to acknowledge his work.

"I knew in college that I enjoyed applied math and data analysis and we get to do that on a daily basis," said Shull. "Predicting how advancement exams should perform and factor into the Final Multiple Score is an important part of selecting the best Sailors for promotion."

NETPDC Commanding Officer, Capt. Kertreck Brooks said Shull's meticulous research and technical work have had far-reaching contributions beyond the lifelines of exam development.

"Mr. Shull's statistical knowledge and insight have had direct and Navy-wide impact," said Brooks. "His mastery of identifying and presenting tangible data for projects and taskers has been critical to supporting our external customers such as the Career Progression Division at the Bureau of Naval Personnel and the Chief of Naval Operations Enlisted Advancement Planners. He has significantly contributed to the future of the advancement process."

Darlene Barrow, NAC Statistical Analysis branch head and Shull's supervisor, said that his work is not only outstanding, his behind-the-scenes attention to detail and statistics are instrumental in the continued growth and integrity of NAC examination development and advancement processes.

"Matt is a hard-charger with unlimited determination and is known throughout the command as a kind, easy-going person who can be counted on to get the job done," said Barrow. "His attitude and professionalism have an extremely positive impact on NAC's mission."

NETPDC, located on board NAS Pensacola's Saufley Field, provides products and services that enable and enhance education, training, career development, and personnel advancement throughout the Navy. Primary elements of the command include the Voluntary Education Department, the Navy Advancement Center, and the Resources Management Department.
