The program manager for the Navy College Program for Afloat College Education (NCPACE) was announced, Dec. 13, as the Civilian of the Quarter (COQ) for the fourth quarter of 2017 at the Naval Education and Training Professional Development Center (NETPDC).

Lisa Teeling, a Navy Voluntary Education staff member and civil service veteran since 1998, received the award for her outstanding performance in rewriting the NCPACE contract, which provided virtual products to support Sailors once all CONUS Navy College Offices (NCO) closed.

Teeling said she was totally surprised by the COQ recognition, and appreciates her boss taking the time to acknowledge her work.

"We worked really hard this past summer to launch the revamped NCPACE program with new website content, training documents, and the Navy College Management Information System conversion," said Teeling. "There was a lot going on and we were very busy, so it was really nice to be recognized for all that hard work."

NETPDC Commanding Officer Capt. Kertreck Brooks said Teeling's outstanding efforts and work on the contract will have far-reaching contributions as the new NCPACE is introduced and accepted into the fleet.

"Ms. Teeling's knowledge and insight are directly responsible for the transformation of NCPACE into the new Voluntary Education service delivery model," said Brooks. "Her understanding of the needs of forward-deployed Sailors and educational service officers played a key part in developing the new paradigm for afloat education."

Sharen Richardson, director for the Educational Programs Division and Teeling's supervisor, said her work was not only outstanding, but was at the cornerstone of the virtual education transformation.

"NCPACE had not experienced such drastic and revolutionary changes in decades, and the impact to Sailors could have been severe if not done correctly," said Richardson. "Lisa's challenge was complicated by a looming hard deadline of Oct. 1, the day Sailors would need to transition to the new process because of closures of the stateside NCOs. Thanks directly to her efforts, the new NCPACE was launched on time."

NETPDC, located onboard Naval Air Station Pensacola's Saufley Field, provides products and services that enable and enhance education, training, career development, and personnel advancement throughout the Navy. Primary elements of the command include the Voluntary Education Department, the Navy Advancement Center, and the Resources Management Department.
