Federal Executive Board Honors NAVSUP FLC Pearl Harbor Personnel

The Honolulu-Pacific Federal Executive Board (FEB) held its 61st Annual Excellence in Federal Government Awards ceremony to recognize government employees at Hickam Officers Club aboard Joint Base Pearl Harbor-Hickam May 5.

Six employees and one department from Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Pearl Harbor were honored for their outstanding efforts, dedication, and contribution to the workforce and community.

The winners representing NAVSUP FLC Pearl Harbor are:

Federal Employee of the Year (Clerical and Assistant)

Michelle Bacos, procurement systems & business analyst, provided expert Standard Procurement System (SPS) super user technical and functional support, executed numerous data calls involving large amounts of data analysis and assisted in the successful end of fiscal year workload outside of her normal duties. Bacos is a key player in successful procurement training events, reviews and preparation tasks. She consistently looks at ways to improve the organization and is willing to take on more responsibilities.

Federal Employee of the Year (Professional, Administrative, and Technical)

Jarrett Hara, general engineer, managed more than $87 million in maintenance, repair and construction projects for the command. He identified more than 140 fuel system maintenance and minor repairs for corrective actions. Hara worked with headquarters and local engineers to develop a new fuel tank management plan that will increase execution velocity and program compliance. Additionally, he provided leadership and outstanding support during a period when key engineering team positions were gapped; assumed duties of the supervisory general engineer, fuels engineer and engineering technician.

Federal Employee of the Year (Trades and Crafts)

Stewart Searcy, material handler (forklift operator), monitored storage operations; oversaw six warehouses with two million parts valued at $52 million, enabling C-17 aircraft mission. He led and conducted on-the-job warehouse training for five personnel, reducing discrepancies. Searcy analyzed supply listings; expedited receipt of 2,000 orders valued at $3 million. He also facilitated 13 command urgent parts requests; ensured zero delays, facilitating 35 flights and worked warehouse validations; fixed nine errors, ensuring accountability of all line items.

Exceptional Community Service

Michael Courto, mail clerk (motor vehicle operator), provided more than 450 hours of exceptional community service. He worked weekends at St. Anthony's Church in Kalihi, Hawaii to create a sanctuary and rectory for more than 500 families of the parish. The construction repairs were worth more than $25,000. Courto provided countless hours of faith-based service, counseling and guidance in coping with homelessness to the homeless, in addition to bible study, and providing points of contact for state agency assistance.

Mentor of the Year

Judith Moore, supervisory contract specialist, is an exceptional leader in the division supporting the Pacific Missile Range Facility (PMRF) Base Operating Support (BOS)/Range Operating Support (ROS) services contract. She is a dedicated mentor to a team of nine acquisition personnel; five of which are in developmental positions. Moore leads by example and mentors her team with the utmost passion for their personal growth and capabilities while managing a large, complex contract requirement.

Leader/Supervisor/Manager of the Year

Faye Flores, Traffic Management Specialist, Joint Personal Property Shipping Office (JPPSO) back office supervisor. She was detailed to the director's position for four months during 2016. Flores successfully managed one of the most difficult, high optempo summers in JPPSO history and continually maintained high morale. She ensured more than 100 service member moves were executed when household goods provider canceled shipments within 48 hours of original scheduled movement and worked with local household goods providers to ensure completion of moves when the local industry was negatively impacted because of severe labor shortages.

Team Excellence

NAVSUP FLC Pearl Harbor's Fuels Department received and issued the DOD's largest batch of alternative 'green' fuels to date, planned and managed $67.1 million worth of military construction and repair projects, delivered more than 15 million gallons of fuel to 45 vessels and more than 200 aircraft from 26 nations during Rim of the Pacific (RIMPAC) 2016. They also hosted more than 40 strategic engagements with federal and state legislators, and influential stakeholders to increase awareness of the strategic importance of the Red Hill Bulk Fuel Storage Facility and our commitment to protect the environment.

The Federal Government Awards Program recognizes outstanding federal employees for their efforts, leadership, and/or initiative. The program encourages innovation and excellence in government, reinforces pride in federal service, and helps call public attention to the broad range of services provided by federal employees.

FEBs were created in 1961 to foster communication, coordination and collaboration among federal agencies in the field.

The national network of 28 FEBs, located in areas of significant federal populations, serves as the cornerstone for strategic partnering in government and its purpose is to increase the effectiveness of federal government by strengthening coordination of government activities.

The Honolulu-Pacific FEB was established in 1966 and serves as the federal presence throughout the Pacific and plays a pivotal role in creating a government that works better and costs less.

NAVSUP FLC Pearl Harbor is one of eight fleet logistics centers under NAVSUP GLS, which provides global logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Marine Corps, Air Force, Army, and allied forces. Services include contracting, regional transportation, fuel, material management, household goods movement support, postal and consolidated mail, warehousing, global logistics and husbanding, hazardous material management and integrated logistics support.

NAVSUP GLS provides global logistics for a global Navy. The command is made up of more than 6,300 military and civilian logistics professionals operating from 105 locations worldwide, providing an extensive array of integrated global logistics and contracting services to Navy, Marine Corps, joint operational units, and allied forces across all warfare enterprises.
