Naval Facilities Engineering Command (NAVFAC) Southwest in San Diego hosted an industry forum for environmental restoration firms, May 3, to provide a brief overview of an upcoming requirement for a $240 million environmental multiple award contract (EMAC).

More than 36 environmental restoration firms participated in the forum.

"The purpose of the forum was to have an open dialog between the government and contracting industry to obtain feedback prior to request for contractor proposals," said Ed Chevalier, NAVFAC Southwest environmental acquisition (EV Acq) director. "Discussed was the contract type, scope, selection criteria and many other points of issue raised by industry. Feedback from both industry and government was extremely positive."

The EMAC will require the performance of environmental remedial activities at sites located on Navy and Marine Corps installations and other government agencies. Environmental remedial activities will occur primarily at Superfund National Priority List (NPL) sites; Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites; Resource Conservation and Recovery Act (RCRA) sites; Underground Storage Tanks (UST) sites; and Military Munitions Response Program (MMRP) sites.

NAVFAC Southwest EMAC team was also seeking feedback from prospective contractors about current industry trends and information, proposed Performance Work Statement (PWS), and evaluation factors prior to the response for proposal (RFP) issuance. NAVFAC uses PWSs to define the work it wishes a contractor to perform.

"The EMAC III industry day was helpful because it highlighted areas where contractors have concerns or feel they could better serve the government if the scope and or evaluation factors were modified," said Theresa Morley, NAVFAC Southwest EV business line team lead.

The team also used the forum for market research to identify firms that may be interested and capable of performing the work.

"The industry day was a great forum to hear lessons learned and best practices from industry, when working with different DOD agencies, which in turn will allow us to be more efficient with our upcoming procurements," said Claudia Ramirez, NAVFAC Southwest EV Acq contracting officer.

The anticipated $240 million EMAC will have a maximum contract term of five years with a base period and multiple option periods.

Environmental remediation will occur at sites located in Alaska, Arizona, California, New Mexico, Nevada, Oregon, Utah, Washington, and other locations nationwide. The majority of the work will occur in California.
