The Submarine Learning Center (SLC) named Shawn Katz as Civilian of the Quarter (COQ) for the first quarter of 2017 during an all-hands ceremony, May 12.

Katz is the facilities manager for SLC Detachment San Diego, supporting the instructional staff in providing secure and renovated training spaces required to more effectively train non-nuclear enlisted and officer submarine Sailors.

SLC Commanding Officer Capt. Andrew Jarrett presented the award.

"Shawn's diligent work ethic and his enthusiastic and engaged involvement in facilities' improvement at Detachment San Diego helped transform and enhance the physical conditions in which our Sailors work and learn, making a critical difference in our vital mission," said Jarrett. "Taking over as the facilities manager with little turnover, he took on many challenges and overcame them with almost no command oversight needed. Displaying outstanding communication skills, he superbly coordinated a $5 million HVAC upgrade and a major security upgrade."

Katz has worked for SLC Detachment San Diego since August 2016.

"Being selected is quite an honor," said Katz, "I'm very aware of the high level of professionalism and the volume of accomplishments throughout the command. By its nature, a Civilian of the Quarter Program will recognize one person, and I'm grateful to be honored, but I'm proud to make a contribution to the stellar reputation that Detachment San Diego has for training excellence and unparalleled support of fleet readiness."

The Submarine Learning Center's primary function is to create, coordinate and execute the future training and education vision for the Submarine Force. As such, it is accountable for all undersea curriculum and training delivery methodologies, and for developing and maintaining professional development continuum for all undersea warfare officers and ratings, to include electronics technician (communications and navigation), fire control technician, sonar technician, machinist's mate (auxiliary and weapons), missile technician, and all nuclear training ratings.
