NAVSUP FLC Norfolk Holds Change of Command Ceremony

Moreau assumed command of NAVSUP FLC Norfolk on Dec. 18, 2015. His previous assignment was with the Office of the Chief of Naval Operations, where he served as the deputy director of the Logistics Programs and Business Operations Division.

Moreau was selected for promotion to the rank of rear admiral, and will report next to U. S. Fleet Forces Command, where he will serve as director, Fleet Ordnance and Supply.

During his time as commanding officer, his accomplishments included oversight of more than 250 contracting professionals in the execution of more than 30,000 contract actions with a total contract value in excess of $12 billion.

Under his leadership, NAVSUP FLC Norfolk also developed a comprehensive command manpower tracking suite that allows detailed tracking of labor assets, vacancies, and recruitments by the Business Support Department, and provides timely, actionable data to department directors and command leaders for making staffing and hiring decisions.

"It literally feels like yesterday that I got here," said Moreau. "I came in, we set some goals and visions, and this team just took off."

NAVSUP Global Logistics Support Commander Rear Adm. James McNeal served as the guest speaker.

In his remarks he spoke about the size and the importance of the NAVSUP FLC Norfolk mission, and how Moreau's leadership has benefitted the fleet during his tour.

"His command has been considered the premier logistics support center to the Atlantic fleet," said McNeal. "They provide waterfront support to 81 afloat customers under U. S. Fleet Forces Command. This includes providing deployment readiness support to three carrier strike groups, three amphibious ready groups, and five pre-commissioning units."

Lowther's sea tours include duty as supply officer, USS Greenling (SSN 614) stationed in New London, Connecticut; aviation support officer, USS John C. Stennis (CVN 74) stationed in Norfolk; supply officer, USS Leyte Gulf (CG 55) stationed in Norfolk; and supply officer, USS Iwo Jima (LHD 7) stationed in Norfolk.

His shore tours include Trident Refit Facility Detachment, New London, Connecticut; Naval Inventory Control Point, Mechanicsburg, Pennsylvania; Naval Surface Force, U.S. Atlantic Fleet, Norfolk, Virginia; U.S. Special Operations Command, Tampa, Florida; and Strategic Systems Programs, Washington D.C.

In his remarks, Lowther thanked the Sailors and civilians who make up the NAVSUP FLC Norfolk team, and reminisced about his time on the Norfolk waterfront as a shipboard supply officer.

"I really became acquainted with the power of NAVSUP FLC Norfolk during my tour aboard USS Leyte Gulf in the early 2000s," said Lowther.

"My logistics support representative was a dynamo named Barbara Robinson," said Lowther. "I can't tell you how many times she and her team helped me out. She told me early on that if I needed info, just call and she'd get the answer. I did that - a lot! She never failed me and I never forgot about her team's level of service and support. I'm so grateful that I now get to be a part of that team, supporting the next generation of supply professionals."

NAVSUP FLC Norfolk, one of eight fleet logistics centers under NAVSUP GLS, provides operational logistics, business and support services to fleet, shore and industrial commands with 37 separate locations in three Navy regions.

The organization is made up of more than 6,300 military and civilian logistics professionals operating from 105 locations worldwide providing an extensive array of integrated global logistics and contracting services to Navy, Marine Corps, joint operational units, and allied forces across all warfare enterprises.
