FY-18 Senior Enlisted Continuation Board Convenes in December

The fiscal year 2018 (FY-18) Senior Enlisted Continuation Board (SECB) will convene Dec. 4, according to NAVADMIN 167/17 released July 10.

The board is a performance-driven review of senior enlisted personnel conducted primarily by senior enlisted personnel and has no quotas. Among many factors reviewed, documented misconduct and/or substandard performance within the past three years will be a consideration in determining whether to continue a board-eligible Sailor.

As outlined in NAVADMIN 167/17, the board will review records of active component (AC) and full time support (FTS) E-7 to E-9 Sailors with at least 19 years of active service computed from their active duty service date as of August 31, 2017 and three-years' time-in-rate (TIR) as of August 31, 2017; and selected Reserve (SELRES) and voluntary training unit (VTU) E-7 to E-9 Sailors with at least 20 years qualifying service and three-years TIR as of Aug. 31, 2017.

The Naval Education and Training Professional Development Center will publish the names of board-eligible Sailors on October 9. Command-designated personnel will be able to view their impacted Sailors on the Navy Enlisted Advancement System website at http://prod.neas.netc.navy.mil.

Commands will be able to review their FY-18 SECB listing for accuracy. If an eligible candidate is not listed, commands must contact Navy Personnel Command (NPC) to make the required adjustment. Oct. 13 is the last day for commands to resolve eligibility issues in order to add a candidate to the eligibility list. Nov. 17 is the last day for commands to work with NPC to delete a candidate from the eligibility list.

Letters to the board must be received by Nov. 17. See the NAVADMIN for submission procedures and mailing addresses.

Board results will be posted on BUPERS On-Line for command access only, and commanding officers will be notified via a Personal For NAVADMIN when this occurs.

Sailors who are not selected for continuation must transfer to the Fleet Reserve or retire by Sept. 1, 2018, unless operationally waived by the deputy chief of naval personnel (for AC and FTS) or Commander Navy Reserve Forces Command (COMNAVRESFORCOM), for SELRES and VTU. Sailors with an approved operational waiver must transfer by Dec. 1, 2018.
