Navy Information Operations Command Norfolk Holds Change of Command

Vice Adm. Matthew J. Kohler, commander, Naval Information Forces, presided over the ceremony during which Capt. Christopher P. Slattery relieved Capt. Joseph F. Finn II as commanding officer of NIOC Norfolk.

Finn reported to NIOC Norfolk in June 2014 as Deputy Commodore, Task Force 1030/Executive Officer, and assumed duties as Commodore/Commanding Officer in October 2015.

Finn's most recent tours include Naval Education and Training Command, as Director of Learning and Development, and prior to that with Commander Strike Force Training Atlantic as Integrated Air and Missile Defense Division Head.

As Finn was piped ashore for the last time following his retirement ceremony, he concluded his Naval service with decorations including the Legion of Merit, Meritorious Service Medal, Air Medal (Strike Flight), Navy Commendation Medal, Joint Service Achievement Medal, Navy Achievement Medal and various unit and service awards.

Slattery assumed command after serving as OPNAV N2/N6 Digital Warfare Office from December 2015 to June 2017.

NIOC Norfolk's mission is to advance information operations warfighting capabilities for Naval and Joint Forces by providing operationally focused training and planning support; developing doctrine, tactics, techniques, and procedures; advocating requirements in support of future effects-based warfare; and managing functional data for information operations.
