Naval Facilities Engineering Command (NAVFAC) Southeast awarded an $8.8 million indefinite-delivery indefinite-quantity contract August 14 to KJS MP Joint Venture, LLC, a small business based in Fort Worth, Texas, for base operating support services at Naval Support Activity (NSA) Mid-South, Millington, Tennessee.

"Our public works team is working closely with both the current and new service contractors," said Capt. Michael Wathen, commanding officer, NSA Mid-South. "There will be about a one month transition period. This should mean that the switch is completely seamless to our tenants with little to no changes or breaks in service."

The work to be performed includes base operating support services including facility investment, custodial, pest control, integrated solid waste management, grounds maintenance and landscaping, pavement clearance, electrical, wastewater, water, base support vehicles and equipment, and environmental.

Work will be performed in Millington and Memphis, Tennessee, and is expected to be completed by September 2018. However, the base and seven option years could increase the contract value to more than $70 million.

A part of Navy Region Southeast and Navy Installations Command, NSA Mid-South serves as the Navy's Human Resources Center of Excellence. Headquartered onboard NSA Mid-South are; Navy Personnel Command, Navy Recruiting Command, the Navy Manpower Analysis Center, as well as the U.S. Army Corps of Engineers Finance Center. More than 7,500 military, civilian, and contract personnel are assigned/work on base.

"The selection of KJS MP Joint Venture, LLC for this award was based on their submission of the best value proposal, price and non-price factors considered," said NAVFAC Southeast Contracting Officer Nicole Wilhelm. "They were chosen using the Best Value Tradeoff source selection process."
