Guam Lt. Gov. Ray Tenorio presented a certificate of recognition to Machinist's Mate (Auxiliary) 2nd Class Chase Slicer, a Sailor assigned to submarine tender USS Frank Cable (AS 40) and native of Vacaville, California, Feb. 28.

Slicer was in his car at a red light at approximately 4 p.m. Dec. 12, 2016, and saw a family behaving frantically as they carried a child into a floral shop. Slicer's intuition told him something was wrong, so instead of continuing on through the stop light, he made a U-turn and went to investigate.

Tenorio said he wanted to recognize Slicer for being a great representation and honor to his family, the military, and the nation.

"It takes people that are interested, paying attention, and care enough to do something," said Tenorio. "We all come across times in our lives when we see someone doing the wrong thing. The question is, 'Do we do the right thing in that time?'"

Capt. Drew St. John, Frank Cable's commanding officer, and Command Master Chief Jason L. Dinkel were present during the recognition ceremony. St. John said he is very proud of Slicer's actions.

"Petty Officer Slicer is a great example of the professional Sailors who crew the Frank Cable," said St. John. "I have no doubt that each and every one of them would have reacted in much the same way."

Slicer said he and his shipmates all received CPR training aboard Frank Cable.

"I never thought in my wildest dreams that I would ever have to do CPR," said Slicer. "Having all that training prepared me for it."

Slicer expressed it was a huge honor to have the lieutenant governor take time out of his day to recognize someone for doing the right thing.

Frank Cable is forward deployed to the island of Guam and conducts maintenance and support of submarines and surface vessels in the 5th and 7th Fleet areas of operations.
