The Navy released its leader development framework implementation plan Thursday in NAVADMIN 060/17, and provides direction for how the service will continue to develop its leaders to demonstrate both operational excellence and strong character.

Strengthening and broadening leadership development is a key objective of the gold line of effort in "A Design for Maintaining Maritime Superiority."

"People are our asymmetric advantage in an increasingly complex world and leaders at every level are absolutely vital to our success as a Navy," said Chief of Naval Personnel, Vice Adm. Robert Burke. "That is why we must continue to train our Sailors to be leaders who think clearly, learn rapidly and exemplify character and integrity."

Community leads, listed in the NAVADMIN, will create strategies and a continuum to develop Sailors as leaders and brief the Chief of Naval Operations (CNO) or Vice Chief of Naval Operations semiannually.

The Naval War College (NWC), with the assistance of the Naval Leadership and Ethics Center, will support community leads and develop a strategy for Navy-wide leader development beyond the major command level.

The Master Chief Petty Officer of the Navy will maintain a strategy for command senior enlisted leader development, with support from NWC. Inclusion and diversity principles, as outlined in the CNO's "One Navy Team" memorandum, will be incorporated into all leader development strategies.

To energize and formalize discussions on leader development the Navy's Leader Development Continuum Council, made up of community leads and led by the NWC President, will meet on a monthly basis to review and share best practices and provide feedback on proposed leader development strategies and programs.
