Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Yokosuka awarded a Multiple Award Contract (MAC) to four businesses Aug. 31 for husbanding services to be provided in Hong Kong.

The four successful husbanding service providers (HSP) include Multinational Logistics Service, Limited, a Republic of Malta-based business; Qube Ports, an Australia-based business; Ocean Fame, a Hong Kong-based business; and DK Marine, a Korea-based business.

Husbanding services encompass the critical elements of support required when U.S. Navy vessels are visiting non-U.S. Navy ports. HSPs deliver logistics requirements such as water, tugs, waste removal, as well as provide electricity, phone lines and transportation to a visiting ship and its crew.

NAVSUP FLC Yokosuka awarded the first MAC contract for a port visit in June for services in Singapore, and with this Hong Kong award continues to utilize a contracting solution that brings a high level of competition among the vendor base for U.S. Navy port visits.

"As the U.S. Navy's contracting authority in this region, we are using MAC contracts to support port visits because we are confident that this strategy provides the best value to our fleet customer," said Cmdr. Nicola Gathright, NAVSUP FLC Yokosuka contracting department director, adding the overall goal was to drive down cost for these services.

The Hong Kong MAC award will cover a period from Sept. 1 through Aug. 31, 2017, with an option to extend the services clause for a six-month period.

"This award demonstrates our strong commitment to provide the warfighter with what they need, when they need it," said Gathright. "This MAC allows the U.S. Navy to have a pool of talented HSPs available when combatant commanders bring their ships to Hong Kong."

The MAC was procured on a full and open competition basis via the AsiaNECO (Asia Navy Electronic Commerce Online) website, which feeds to FedBizOps (http://fbo.gov/). The four awarded vendors will compete for future ship visit support under the terms and conditions of the contract.

NAVSUP FLC Yokosuka, one of eight fleet logistics centers under NAVSUP Global Logistics Support (GLS), is the Western Pacific region's largest U.S. Navy logistics command. Headquartered just 26 miles due south of Tokyo, the enterprise networks more than 20 sites from Misawa, Japan, to Sydney, Australia; Diego Garcia in the Indian Ocean to Guam with a mission to deliver supply and logistics solutions that enable deployed maritime warfighter readiness in the Indo-Asia-Pacific region.
