Naval Facilities Engineering Command (NAVFAC) Southeast awarded a $30 million contract Sept. 28 to SAIC of McLean, Virginia, through an initial task order for $206,203 to monitor and measure the overall implementation of the U.S. Navy GeoReadiness Program.

The initial task order was awarded in order to ensure it is effectively supporting Navy Shore Enterprise stakeholders.

"This task order will focus on measuring Geographic Information Systems (GIS) data currency and utilization," said NAVFAC Southeast Assessment Management Southeast GeoReadiness Center Manager Kristy Capobianco. "The expected outcome is an understanding of what level of data currency is being procured today, what products are being delivered to support end users, and the risks associated with missions not having access to current GIS data."

Through this contracting tool, NAVFAC will be able to ensure it is effectively supporting Navy Shore Enterprise stakeholders worldwide.

"The scope of this contract allows for use by NAVFAC Field Engineering Commands globally," said NAVFAC Southeast Asset Management Head for Real Estate Bob McDowell. "Project locations will include DoD (Department of Defense) and non-DoD installations worldwide. It provides for services that are categorized as engineering services, and will primarily be for professional consulting for GIS and digital Real Estate Cadastral Management and related engineering services intended to provide NAVFAC a standardized implementation of the various NAVFAC cadastral modernization initiatives."

The work to be performed calls for providing digital real estate cadastral services, GIS mapping, database management, and other engineering services. Work will include the application of sound engineering, GIS, and real estate cadastral principles, processes, analyses and regulations in the development and refinement of various components such as real estate maps, technical reports and studies, program development and information management, related engineering studies, and project management.

SAIC will ensure data model standardization while integrating GIS, AutoCAD and cadastral records with NAVFAC's existing applications such as the Navy and Marine Corps Intranet (NMCI), GeoReadiness Explorer (GRX), eProjects, iNFADS and MAXIMO.
This contract will also provide a vehicle for the real estate, GIS and planning communities to develop feasibility studies, electronic master plans, condition mapping and technical training support services both on-site and through distance learning.

The mission of the U.S. Navy GeoReadiness Program is to provide Navy shore installation missions with geospatial products and services that improve situational awareness to enhance naval shore readiness and strengthen decision-making.

"The GeoReadiness Program promotes geospatial insight to advance the Navy Shore Enterprise, provides geospatial technology solutions to Navy business challenges, and identifies and leverages resources to meet customers' requirements," explained McDowell. "The program's innovation, responsiveness, and agility enable a forward-deployed, rotational, and surge-capable Navy."

Work for the first task order is expected to be completed by September 2018 and the term of the contract is expected to be completed by September 2021.
