NAVSUP FLC Jacksonville recognized a civilian logistics management specialist March 30 for his achievements while serving on a Civilian Expeditionary Workforce (CEW) deployment in Afghanistan.

David Carter, assigned to Naval Supply Systems Command Fleet Logistics Center Jacksonville/Supervisor of Shipbuilding Gulf Coast, deployed in support of warfighters in Jalalabad, Afghanistan, throughout most of 2015 and returned to work in January 2016.

During a ceremony at NAVSUP FLC Jacksonville/SUPSHIP Gulf Coast in Pascagoula, March 30, Carter was presented with the Secretary of Defense Medal for Global War on Terrorism, Department of the Army Commander's Award for Civilian Service, United States of America Afghanistan Campaign Medal, and a Certificate of Appreciation from the 389th Combat Sustainment Support Battalion for his direct participation in combat operations in Afghanistan for Operations Enduring Freedom and Freedom's Sentinel.

During his deployment, Carter was served as the Contracting Officer's Representative (COR) monitoring contract performance for Forward Issue Turn-in Point, Container Management, Central Receiving and Shipping Point, and Class III (b) Fuel Retailing Approving Official. Carter provided COR oversight on contracts in excess of $4 million and gave monthly audits to Defense Contract Management Agency Quality Assurance.

In addition, Carter also ensured fresh drinking water, Meals Ready to Eat, and ice were stocked at mandated limits for Forward Logistic Base Fenty during Operation Resolute Support. He monitored consumption rates daily and accounted for goods upon arrival at the forward deployed base, ensuring those serving in the area had plenty of drinking water, food, and other vital supplies.

Carter's expertise was instrumentation in supporting the mission not only in Jalalabad but throughout the Combined Joint Operations Area in Afghanistan.

"It was an honor to support the warfighting effort, and I would consider volunteering again," said Carter.

Carter's deployment involved heavy pre-deployment preparation. He received medical screening, classroom training on mobilization, pre-deployment processing, and preparation for serving within the military system at Camp Atterbury Joint Maneuver Training Center near Edinburgh, Indiana followed by field training at Muscatatuck Urban Training Complex. MUTC simulated living conditions found in theater without amenities and prepared Carter for living in an austere environment.

Upon successful completion of mobilization training, Carter flew into Camp Arifjan, Kuwait before transitioning to his destination at Jalalabad, Afghanistan, deployed as a Federal civilian serving alongside deployed U.S. military, enduring the same harsh living conditions.

CEW deployment missions are Joint Task Force positions identified specifically by the Department of Defense and staffed by DoD civilians in support of contingency and stabilization operations overseas.

NAVSUP Fleet Logistics Center (FLC) Jacksonville, one of eight fleet logistics centers under NAVSUP Global Logistics Support (GLS), provides operational logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Military Sealift Command, and other Joint and Allied Forces.
