NAVFAC Southwest Awards Small Businesses $99M for Paving Projects

Naval Facilities Engineering Command (NAVFAC) Southwest awarded five contracts May 3 in San Diego, totaling $99 million for new construction, repair, and renovation of paving projects at various locations within NAVFAC Southwest's area of responsibility.

"This contract will be a useful tool for the [Facilities Engineering and Acquisition Divisions] and [Integrated Product Teams] for both small and large paving projects," said Carol Davis, NAVFAC Southwest project manager for this project. "These small businesses are all highly qualified for this work and will provide NAVFAC Southwest with a pool of excellent contractors to accomplish the work."

The work provides for new construction, repair, and renovation of paving construction projects. Types of projects may include repair of deteriorated asphalt and Portland-cement concrete pavement, cold milling of existing asphalt pavement, asphalt overlays, construction of new asphalt, and pavement marking.

NAVFAC Southwest's AOR includes California, Arizona, Nevada, Utah, Colorado, and New Mexico. Portillo Concrete Inc. of Lemon Grove; Pave-Tech Inc. of Vista; Command Performance Constructors Inc. of Signal Hill; Romero General Construction Corp. of Escondido; and Cutting Edge Concrete Services Inc. of Oro Grande were the small businesses each awarded the construction contracts.

This contract was competitively procured via the Navy Electronic Commerce Online website with 15 proposals received. NAVFAC Southwest is the contracting activity, and the term of the contract is completed by spring 2021.
