NAVFAC Southwest Awards $30M Marine Installation Facility Assessment Contract

Naval Facilities Engineering Command (NAVFAC) Southwest awarded a $30 million architect-engineer contract June 8 for various BUILDER assessment projects at Marine Corps installations worldwide.
Naval Facilities Engineering Command (NAVFAC) Southwest awarded a $30 million architect-engineer contract June 8 for various BUILDER assessment projects at Marine Corps installations worldwide.

BUILDER Sustainment Management System (SMS) is a web-based software application developed to help civil engineers, technicians, and managers decide when, where, and how to best maintain building infrastructure.

"Conducting BUILDER assessments will allow HQMC (Headquarters, U.S. Marine Corps) and MC installations to better understand the condition of their facilities and flag potential issues requiring repair," said Harold Wong, NAVFAC Southwest civil engineer. "As a result, this will assist the installation in planning and prioritizing facility repair projects."

Cardno-Amec Foster Wheeler was awarded the contract and will perform condition assessments of facilities (approximately 20 million square feet and greater) annually by utilizing web-based BUILDER for each major building component systems which include roofing, heating ventilation and air conditioning, electrical, plumbing, superstructure, exterior and interior enclosures and finishes. Cardno-Amec Foster Wheeler will assess BUILDER data input, data analysis and interpretation using BUILDER Remote Entry Database (BRED) and BUILDER; BUILDER assessor and management training.

Cardno-Amec Foster Wheeler's secondary services in support of Marine Corps Facilities Maintenance Management Program will conduct knowledge-based sustainment management system facility assessments and training, and will perform specialized engineering assessments and studies for site facilities. Specialized engineering assessments include roofs and structures, conventional maintenance and operations or deficiency-based facility assessments and training, life-cycle, space utilization and functionality assessments, short and long range maintenance planning, condition assessment program meetings; and construction, budget, and parametric cost estimates.

The contract term is for a one-year base period. NAVFAC Southwest is the contracting activity.
