Fleet Anti-Submarine Warfare Training Center Conducts Change of Command Ceremony

Capt. Ronald Toland relieved Capt. Scott Dugan as commanding officer.

Dugan assumed command of the training center June 2013. During his tenure, he led a staff of 270 military service members and 30 civilian government employees, enhanced curriculum and proficiency of his instructors, and embarked on serval initiatives such as the reshaping of Sonar Technician Surface (STG) training.

Capt. Bill McKinley, Center for Surface Combat Systems (CSCS) commanding officer, spoke of Dugan's successful tour.

"Capt. Dugan has led FLEASWTRACEN through a time of tremendous transformation and change," he said. "His leadership and innovation throughout has been absolutely critical. During his tenure his list of accomplishments are impressive and span from dramatically improving STG rating training to establishing prospective commanding officer pipeline training at FLEASWTRACEN. Additionally, the revolutionary Littoral Combat Ship Training Facility started up under his personal direction. Capt. Dugan's efforts will positively impact the navy for years to come."

Dugan was presented the Legion of Merit and reflected on his tour.

"This has been my most satisfying and rewarding tour personally and professionally," Dugan said. "FLEASWTRACEN is truly the crown jewel of major shore command assignments. It has the highest caliber of Sailor instructors and civilian staff; the best command mission -- training and educating Sailors to be better warfighters; and an amazing location."

Dugan's next command will be on the staff of the Chief of Naval Personnel and Deputy Chief of Naval Operations for Manpower, Personnel, Training, and Education.

Toland, who previously served as a Joint Strategic Maritime Planner and the Joint Planning Support Element Deputy Commander of the Joint Enabling Capabilities Command, is looking forward to his new duty as commanding officer for FLEASWTRACEN.

"I look forward to working with the military, civilians, and industry partners and CSCS as a whole to complete our mission of developing and delivering surface combat systems training to the fleet," Toland said. "FLEASWTRACEN has a long tradition of training Sailors and preparing them to be fleet ready and it is an honor to be part of the legacy."

CSCS' mission is to develop and deliver surface ship combat systems training to achieve surface warfare superiority. CSCS headquarters' staff oversees 14 learning sites, including FLEASWTRACEN. With a military and civilian staff of 300, FLEASWTRACEN convenes approximately 500 classes a year, across 78 courses of instruction producing 4,800 graduates annually in the many facets of maintaining and operating their ships in the areas of anti-submarine and anti-surface warfare.
