NAVFAC Southeast Awards Multi-Award Contract to Small Business

Naval Facilities Engineering Command (NAVFAC) Southeast awarded a $25 million multi-award design-build construction contract (MACC) to four small businesses June 21.
Naval Facilities Engineering Command (NAVFAC) Southeast awarded a $25 million multi-award design-build construction contract (MACC) to four small businesses June 21.

The small businesses are all based in Tennessee, where 95 percent of the work will occur, and include Gridiron Construction Co., LLC of Gallatin; K-Barr Group, LLC of Nashville; SAF, Inc. of Nashville; and VSC Fire and Siler Excavating, LLC of Clairfield.

"We utilize MACC contracts to pre-qualify a group of contractors (usually 4-7) with respect to performance, experience, capability and safety and then issue task orders to them for projects that meet the parameters of the MACC," said NAVFAC Southeast Gulfcoast Integrated Product Team (IPT) Deputy Assistant Operations Officer Bill Kilpatrick. "This ultimately saves the command and the government time and resources."

SAF, Inc. was awarded the first task order for $580,313 for the reroofing of Building 241A at Naval Support Activity Mid-South in Millington, Tennessee. Work there is expected to be completed by October. The other three entities were awarded a minimum guarantee in the amount of $1,000.

"This contract will provide a critical tool to execute specialized projects in Tennessee, like the one at Mid-south," said Kilpatrick. "The MACC provides us with a cadre of pre-qualified contractors specializing in this type of work in a competitive and expedient fashion. These contractors have proven track records in performance, experience, safety, etc., which theoretically should minimize risk of non-performance."

The work to be performed under the MACC includes new construction, renovation, alteration, demolition, repair work, and any necessary design work including industrial, airfield, aircraft hangar, aircraft traffic control, infrastructure, administrative, training, dormitory, and community support facilities.

The four vendors will compete for task orders under the terms and conditions of the awarded contract for the 60-month term of the contract, which includes a base year and four option years, and is expected to be completed by June 2021.
