NAVSUP FLC Jacksonville Contracting Officer Receives Award for Excellence

The Under Secretary of Defense for Acquisition, Technology & Logistics (AT&L) awarded Kathleen Moorman an Award for Excellence for her meritorious service while on rotation with the Defense Procurement & Acquisition Policy (DPAP) Acquisition Exchange Program (AEP) in Washington, D.C. June 1.
The Under Secretary of Defense for Acquisition, Technology & Logistics (AT&L) awarded Kathleen Moorman an Award for Excellence for her meritorious service while on rotation with the Defense Procurement & Acquisition Policy (DPAP) Acquisition Exchange Program (AEP) in Washington, D.C. June 1.

Moorman, a contracting officer at Naval Supply Systems Command Fleet Logistics Center (NAVSUP FLC) Jacksonville, applied for the AEP in winter 2013 and was selected for the spring 2014 class. AEP provides selected applicants with opportunities to experience the executive decision making process culminating in the implementation of Department of Defense acquisition policies.

Moorman was nominated for the award by LeAntha Sumpter, deputy director for Program Development and Implementation, for her work as a founding member of the Automated Contract Closeout Working Group. Moorman helped implement an automated closeout capability that would yield closure of up to $3.8 million in eligible contracts a year, with a projected annual cost avoidance of $250 million when fully deployed. This automated closeout capability was deployed in Wide Area Workflow in August 2015 and is available to procurement offices across the DoD.

"Working for LeAntha afforded me a glimpse of my possible future, and the future looks bright," said Moorman.

Moorman was recognized at an award presentation at the Pentagon by Frank Kendall, Under Secretary of Defense for AT&L.

"AEP allows individuals to experience the big picture of how government contracting works," said Tammy Bair, deputy director of Contracting, NAVSUP FLC Jacksonville. "You have firsthand experience with policy formulation, not only in defense acquisition, but also how rules and regulations are developed in federal government."

"This program is open to GS-1102s in grades 11-13, but only a few take advantage of this unique opportunity," added Bair. "From one graduate of the program to another, well done!"

NAVSUP FLC Jacksonville joins the Under Secretary of Defense AT&L in congratulating Moorman on her accomplishments.

NAVSUP FLC Jacksonville, one of eight fleet logistics centers under NAVSUP Global Logistics Support (GLS), provides operational logistics, business and support services to fleet, shore and industrial commands of the Navy, Coast Guard, Military Sealift Command, and other joint and allied forces. Services include contracting, regional transportation, fuel, material management, household goods movement support, postal and consolidated mail, warehousing, global logistics and husbanding, hazardous material management, and integrated logistics support.

NAVSUP GLS provides global logistics for a global Navy. The organization is made up of approximately 6,300 military and civilian logistics professionals operating from 105 locations worldwide, providing an extensive array of integrated global logistics and contracting services to Navy, Marine Corps, joint operational units, and allied forces across all warfare enterprises.
