NAVSUP FLC Training Ensures Exceptional Logistical Support

The training, provided by Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Site Singapore, is designed to enhance interoperability between FLC Site Singapore and the various clients they service by familiarizing those involved with the service and supply acquisition process.

"This training is performance-based service acquisition, and the purpose is to help educate our customers on what steps need to be taken in order to get requirements on contract," said Marie Tarnowski, FLC Site Singapore contract director. "We are teaching our customers what they need to give us in order to get a contract in place for whatever services or supplies that they need."

FLC Site Singapore manages the Navy's supply system in the region, providing logistical support to surface ships, submarines, aircraft, and expeditionary forces in the U.S. 7th Fleet area of operations. The Improving Statements of Work training aims to increase the coordination between FLC Site Singapore staff and their clients by educating the clients on the proper methods to submitting and implementing a logistical support request.

"This helps not only the end user, but the command at large," said Tarnowski. "By ensuring service and supply orders are requested properly you're going to save money, you're going to save time, and you're going to ensure you receive the services you need when you need them."

There are five phases for implementing a proper service request with FLC -- planning, solicitation, evaluation, award, and post-award. The training placed emphasis on the planning stage and the importance that this step has in determining the overall success of a logistical support request.

"Planning up front is the most important aspect of the acquisition process," said Tarnowski. "It starts with the customer. When people leave here, they will understand why a good statement of work is the foundation of a good contract. The better statement of work that we have, the more likely your requirements will be fulfilled as you need them in the end state."

FLC Site Singapore plans to provide this training every fiscal year, ensuring that as Sailors and DoD civilians transition into and out of NRS, the command is always ready to deliver exceptional logistical support to the fleet.
