CSG-4 Holds Change of Command

Carrier Strike Group (CSG) 4 held a change of command ceremony at its headquarters at Naval Station Norfolk July 14.

CSG-4 differs from traditional carrier-based strike groups, in that their mission is to mentor, train and assess Atlantic Fleet CSGs, Amphibious Ready Groups (ARGs) and independent deploying ships, recommending them for certification.

"Carrier Strike Group 4 is the premier warfighting integrator for the fleet because of the collective expertise and experience of its people -- a superb team of active, Reserve, government and contractor personnel." said Rear Adm. Bruce Lindsey, who as commander, CSG-4 led the certification process for the Dwight D. Eisenhower CSG and Wasp ARG. "It has been a tremendous privilege to lead a such dedicated group of Navy professionals."

Lindsey, a 1982 graduate of the U.S. Naval Academy and a naval flight officer has been selected for a second star and is scheduled to assume duties as Commander, Naval Air Forces Atlantic, July 29.

Rear Admiral Scott D. Conn, a 1985 graduate of Millersville University (Pennsylvania) and naval aviator returned to Hampton Roads after a tour as Commander, Naval Aviation Warfighting Development Center, Fallon, Nevada.

"I look forward to working with the professionals at CSG-4, and contributing to the effectiveness of our mission," said Conn. "We now need to advance contact -- advance towards operationalizing the maritime design, Adm. Davidson's vision and the Live, Virtual, Constructive (LVC) concept of operations."

CSG-4, headquarted at historic building N-23 is the warfighting integrator and center for tactical training for U.S. Fleet Forces Command and oversees training evolutions for Tactical Training Group Atlantic, Expeditionary Warfare Training Group Atlantic, Training Support Vessel Squadron 4 and four Navy Reserve units; NR CSG-4 Headquarters, Force Protection, Air Command and Control and Fleet Synthetic Training.
