The Manpower, Personnel, Training and Education (MPTE) domain selected Cryptologic Technician (Collection) (CTR) 1st Class Stephen A. Comstock, from Naval Education and Training Command (NETC), as its top Sailor for 2015, Feb. 11.

"I'm humbled and honored to be selected as this year's MPTE Sailor of the Year," Comstock said upon being named during an awards ceremony held at the Navy Memorial. "I hope that I can take this experience and motivate my shipmates, because I know I would not be here if it weren't for them."

Comstock was selected from over 8,000 first class petty officers.

Other finalists for MPTE Sailor of the Year included Yeoman 1st Class Quinisha Abrahams from Chief of Naval Personnel/N1; Hospital Corpsman 1st Class Aimee Grainger from Navy Personnel Command; and Navy Counselor 1st Class Ryan Vinnedge from Commander Navy Recruiting Command.

In her remarks to Sailors during the ceremony, MTPE Fleet Master Chief April Beldo said that all of the finalists should be proud.

"You are the top Sailors and the best our entire domain has to offer," Beldo said. "I was struck by some common threads in these four Sailors here before us: they set the example, take action, and have the courage to lead others. It doesn't come as a surprise you were chosen as the top first class petty officers across MPTE."

A native of Louisville, Kentucky, Comstock joined the Navy in 1999. He completed boot camp at Recruit Training Command, Great Lakes with follow on training to cryptologic technician collection "A" school in Pensacola, Florida.

His duty assignments include USS Paul F. Foster (DD-964), homeported in Everett, Washington; Navy Information Operations Command Georgia located in Augusta, Georgia; and Commander, Submarine Group 7 located in Yokosuka, Japan.

In January 2014, Comstock arrived at Center for Information Dominance Det., Goodfellow Air Force Base to serve as a Navy analysis and reporting instructor, earning NEC 9138. During his tour, he qualified as a master training specialist and earned his enlisted information dominance warfare qualification.

He currently serves as the course supervisor for the Navy Analysis and Reporting Course. He previously served as department leading petty officer, instructor supervisor, and command pass coordinator.

Comstock will now compete in the Chief of Naval Operations Shore Sailor of the Year competition.
