Naval Facilities Engineering Command (NAVFAC) celebrated National Engineers Week at the command's headquarters at Washington Navy Yard with an award presentation ceremony for the command's 2016 Engineers of the Year, Feb. 26.

Cmdr. Craig Clutts from NAVFAC Washington and Terri Regin from NAVFAC headquarters were presented award plaques as the military and civilian Engineers of the Year from NAVFAC Capital Improvements Director and Chief Engineer Joseph Gott during the ceremony.

The two engineers were selected from a group of exceptional candidates, including Engineers of the Year from their respective worldwide NAVFAC commands.

"We are truly fortunate to have extraordinary engineers who serve NAVFAC with selfless dedication and technical superiority," said NAVFAC Commander Rear Adm. Bret Muilenburg. "NAVFAC is blessed with many extraordinary engineers, but each year we recognize two -- one civilian and one military -- who contribute their exceptional talent and effort in supporting our command, our Navy and Marine Corps team, and our great nation."

National Engineers Week was started by the National Society of Professional Engineers (NSPE) in 1951. Regin and Clutts represented NAVFAC at this year's NSPE awards ceremony, Feb. 26, where Clutts was selected as a top-10 finalist for Federal Engineer of the Year.

Clutts' accomplishments include exceptional leadership and dedication during an extremely demanding tour as executive officer of Naval Mobile Construction Battalion (NMCB) 133. He demonstrated engineering, design and construction expertise in determining a solution for a $50 million project to construct a one-of-a-kind agile chemical facility, and led a diverse team to deliver a new production capability for torpedo fuel, which is critical to the national security of the United States. Clutts also directed the engineering solution for a $60 million runway recapitalization project, developing an innovative phasing plan for it that will allow full aviation operations to continue uninterrupted.

Regin supports global military operations as NAVFAC's subject-matter expert for the design, construction, inspection, repair, and maintenance of the Navy's fuel facilities. Among her accomplishments, she represented the Navy in a NATO petroleum handling equipment working group, a Department of Defense (DoD) fuel facilities engineering panel, and the American Petroleum Institute's refining and equipment standards committee. As a leading expert, Regin also directed the revision of the DoD's Unified Facilities Criteria (UFC) for petroleum fuel facilities design, and significantly contributed to the development of the DoD standards for above ground storage tanks and pipeline pressure testing guidelines.
