NSF Deveselu, 99th Romanian Military Mark Anniversary of Bilateral Agreement

Sept. 13 marked the 4th anniversary of the signing of the bilateral agreement between the Government of the United States and the Government of Romania for the deployment of the Aegis Ashore Missile Defense System (AAMDS) at Deveselu, Romania.

Naval Support Facility (NSF) Deveselu, which houses AAMDS, was established in October 2014 and is the first Aegis Ashore Missile Defense Facility (AAMDF) in Europe. Co-located with the 99th Romanian Military Base, the Sailors stationed here collaborate daily with their Romanian counterparts and have formed a true partnership at the facility. While many people may view the agreement as one of many in the larger picture of the alliance, at Deveselu, the agreement and its anniversary has a deeper significance and is an event to be marked and remembered.

To honor the occasion, the Romanian 99th military base invited personnel from NSF Deveselu to their headquarters Sept. 15 for a small ceremony. The agreement is something they credit as the foundation and beginnings of the relationships they have built here between the two militaries.

"The signing of the agreement four years ago was a significant milestone in our two nations' relationship," said NSF Deveselu Commanding Officer Capt. William Garren, during the ceremony. "It is also significant as that agreement is the reason why we are here, and the reason that we have been able to develop the strong friendship between our two militaries."

Capt.-Cmdr. Razvan Bratulescu, chief of staff for the 99th Military Base, echoed Garren's comments while speaking at the ceremony and added that the Romanians have come to value the friendships they have formed with the Sailors.

Proud of their cooperation, Bratulescu also stated he aspires to have that cooperative relationship continue as the base nears completion.

Putting it into words U.S. service members understood, he stated they must look at their role of the base as, "One team. One fight" - a theme that resonated well among members of both militaries.

As the first Navy shore installation since Everett, Washington, in 1987, NSF Deveselu is located in south-central Romania. When completed, it will be home to about 200 U.S. civilians, military, and contractors.

The AAMDF is part of Phase II of the European Phased Adaptive Approach (EPAA) to ballistic-missile defense. Utilizing the U.S. Navy's proven at-sea missile defense capability adapted for shore application, the plan for EPAA builds on the Standard Missile-3 now deployed around the world.
