Training Headquarters Honors Junior, Senior Civilians of the Quarter

The Naval Education and Training Command (NETC) honored their junior and senior Civilians of the Quarter (COQ) for the second quarter of fiscal year 2015 at an awards ceremony Aug. 26.

Karen Harris was selected as the junior COQ and Deana Broadway as the senior civilian.

Harris has served at NETC headquarters, in Pensacola, since 2006 and is a logistics and spare parts administrator for the Electronic Classroom (ECR) team. She coordinates, researches, and provides approval submission for all ECR requirements related to life cycle support, technology refresh, and spare parts requests. Along with providing oversight to three contractors, Harris also keeps track of software maintenance, license tracking, and version control.

"It is a great honor being nominated, so to be selected makes me feel even more special," said Harris. "I was nominated in the first quarter and although I didn't win, my peers are aware of the hard work I do and continued their recognition by nominating me again this quarter."

Bruce Bare, Harris' supervisor, notes that she does not wait to be told what to do, but takes the initiative as she sees the need.

"Karen can be best described as a sparkplug," said Bare. "There may be lots of others involved, but at the center of effort she has initiated getting the engine started."

Broadway started working for the NETC Learning and Development Directorate in Norfolk, Virginia in 2008, but has been in civil service since 1992. She is the access management lead for the Corporate Enterprise Training Activity Resource System (CeTARS) and Authoring Instructional Material (AIM). CeTARS is an automated information system used by training managers and upper echelons of the Navy to manage and support all Navy training by maintaining accurate student, instructor, and course data. AIM is another automated tool designed to improve and streamline the training development and maintenance process. Along with the account management, she's responsible for the governance, user validation and execution of all user accounts for both systems.

"Receiving this award and being recognized for the work being done is definitely an honor; it feels good to know that we are making an impact," said Broadway. "Whatever I am working on, I want to ensure our workforces receive what is required to make their work easier. Whether it's a training officer making class reservations, an instructor preparing for a course or leadership planning for the future, the ultimate goal is training our Sailors. Making sure they have access to the tools they need is my driving factor."

Michael Mosley, Broadway's supervisor, said that she is a real 'self-starter' and requires very little direction.

"Deana takes note of a basic concept and runs with it," said Mosely. "Her efforts have not only reduced the time for end-users to receive their accounts, but also allowed us to focus on application improvements and better employ personnel skillsets."

The Naval Education and Training Command (NETC) is the largest shore command in the Navy, providing ready relevant learning and education support that touches every Sailor in the Navy. From boot camp to individual skills training, advanced team training, and professional certifications, the NETC team has locations around the world. At any given moment, there are more than 31,000 officer, enlisted, foreign military and government civilian students enrolled in the more than 4,500 courses at more than 230 NETC activities and detachments.
