Dr. Susan J. Rabern, who served both on active duty and as a Navy civilian, became the first director of the Center for Leadership & Ethics at the Virginia Military Institute. On active duty she served on both the CNO and JCS staffs. She retired in 2001 from the Navy as a captain. She was then appointed as assistant director & chief financial officer and later selected as a member of the senior executive service with the Federal Bureau of Investigations. She held positions with the U.S. Customs Service and U.S. Agency for International Development before being appointed as the ASN FM&C in 2013. After retiring from her Navy civilian career, she received a Doctor of Philosophy degree from the University of Virginia and taught at the Virginia Military Institute.
